THE EVENING STAR bas the fullest Local Cireulation of any Newspaper in the Werld, end as an Advertising Medium ts worth When the Baltimore and Potomac road en- tered this city and broke the monopoly of the Baltimore and Ohio it was enthusiastically wel- comed, and local public sentiment favored the Bestowal upon it of everything that it asked, including its supplemental request of a tem- porary station site on the mall. But this privilege of using the public property, which was granted, Washington favoring, was a loan and not a gift. The mail at this point then suffered from the blight of the old canal, and as a place of refuse de- posit it did not present an inviting appearance for present use as a park. But it was foreseen that the land wouid at somo time be required for park purposes, and Congress in granting the use indicated that it merely temporary.
