THE TARIFF STRUGGLE, Scenes in the House Yesterday After- noon and Last Night. The amendment to the sugar schedule of the tariff bill offered by Mr. McKenna yesterday was defeated by a vote of 115 to 134. The fol- lowing republicans voted in the affirmative: McKenna, Morrow, O'Neill (Pa.), Harmer, De Haven, Bartine, Vandever, Dorsey, Kerr (Iowa), Coleman and Reyburn. Mr, Stewart (Vt.) offered an amendment ex- tending the bounty to maple sugar. Lost, 51 | to 95. | On motion of Mr. McKinley, amendments | Were adopted reducing from 14 to 11 cents per cubic foot the duty on unmanufectured or mon- umental stone, except marble not otherwise pro- vided for, and from 50 to 40 per cent on hewn, dressed or polished stone of the same charac- ter. Mr. McKinley also offered an amendment fixing the duty on shotguns valued at no more than €12 at 33 per cent; valued at more than #12, 40 per cent, pistols and revolving pistols, 35 per cent, which was adopted after a very Vigorous protest from Mr. Walker, republican, of Massachusetts, Mr. McKinley offered a long amendment. the substance of which was to impose a tax of 5 cents a gallon upon alcohol used in the manu- facture of vinegar and putting that manufac- ture under the superintendence of the commis- sioner of internal revenue, Mr. Sawyer of New York offered a substitute for the amendment, having for its object the taking away from the manufacturers of white wine vinegar all right to distill alcohol, but giving them power to buy alcohol under cer- tain restrictions, From 6 o'clock until 9the House, without being in any state of excitement, was in intense confusion, it being out of the power of the chair to restore order enough to permit of an: member being heard. The committee amend- ment was read without any attention being paid to it, although its reading occupied more than three-quarters of an hour, and Mr. Saw- yer’s amendment, which was even more vyolu- Minous, was not read at all, Gradually order was restored, but without any attempt to vote upon the pending amendments the committee settled down to listen toa general discussion of the details of the bill and amendments under the five-minute rule. Mr. Lind of Minnesota made a fierce attack upon the binding twine trust. Then Mr. McKinley moved that the commit- tee rise, but this motion was opposed by the democrats, reinforced by many republicans, ‘The chairman declared the motion carried on a division, and thereupon there were yocifer- ous demands for tellers, Tellers were ordered, and the motion to rise was agreed to—si to 44—amid a great deal of confusion, and then the House, at 11:20, ad- journed. MONROE REARRESTED, A Sequel to a Celebrated Trial—Mr. Lowenstein’s Case, objected on hemp Yesterday Detective Mattingly arrested Frank Monroe alias Brainerd on a warrant sworn out by Ferdinand Lowenstein charging him with grand larceny. Monroe was committed by the Police Court for a hearing. In the early part of lust year Monroe took a quantity of silver plate from his relatives and sold at least a por tion of it to Lowenstein, The latter was in June last prosecuted for receiving the stolen property, knowing it to have been stolen, and Monroe was used as the principal witness against him. The result was a conviction. The jury found the articles to be under the value of $35. A sentence of restitution of #50 anda fine of €200 was imposed. From this finding Lowensteim appealed. At the close of this trial Monroe had been taken to New York by Detective Block at the instance of his family d seen safely on board a ship bound for Nicaraugua, and in the case agaiust him here 4 nolle prosequi was entered. Mr. Lowenstein then charged Block with compounding a felony, but on the trial the case was dismissed. Owing to the long _ illness of Judge Bradley, who tried the case against Lowenstein, the ‘bills of exception were ouly recently completed aud the hearing in the General Term has been delayed. Mr. Lowen- stein has been recently endcavoring to bring the case to a hearing or conciusion. Monday he learned that Monroe, who, it was under- stood at the time, would leave the city for three years, had returned, and he swore out a warrant charging him with the larceny of the silver plate from Malcolm Seaton, Whatever may be the disposition of the case the arrest will have the effect of drawing attention to Mr. Lowenstein’s case aud perhaps hasten a hear- ing or secure a final disposition of it by the court or district attorne Transfers of Real Estate. Lewin, clerk, and W. H. Rich- ardson, treasurer. Messrs. T. F. Tricon and Wm. M. Lewin were elected assessors, to act with Treasurer Richardson under the provis- ions of the act of the last legislature.
