Next District day will be of con- siderable interest to the people of Washington. —————— More safeguards against indiscriminate im- migration are undoubtedly required, as shown by the report of the National Conference of Charities and Corrections. The effects of ex- cessive and unregulated immigration are stated. ‘The increase in the number of insane in Massa- chusetts, according to a paper read to the con- ference, is from 1,100 to 3,600 in the last twenty-five years, the period of greatest influx of population. While population has increased but 60 per cent and wealth but 80, the increase in expenditure for paupers is 250 per centum. The report holds wisely that there is a limit to our national capacity for assimilation into good citizenship and declares that the only hope is in a system of consular inspection abroad to be provided by treaty with foreign powers and by a federal inspection in the ports of our own country. It is Senator Carlisle, and the Kentucky Sena- torial tradition is unbroken, From 1806, when Clay entered the Senate and began his marvellous Congressional career, to 189, when Beck quitted Senatorial life at the same instant that he departed from the mortal scene, that state has nearly always had at least one power- fal intellect in the United States Senate. Missed in the House by his party, he will carry to the Senate his experience, his sagacity, his candor and his breadth and elevation of views, es An analysis of the returns on Presbyterian creed revision has not yet been made by the General Assembly, But it seems that if the eight presbyteries which have not reported and the seven that are non-committal are to be counted the revision has failed. Now how are all those fifteen presbyteries to be disposed of in the last analysis? Two hundred and eighty- four presbyteries are necessary, two-thirds be- ing the requirement and 426 presbyteries being the total Does Presbyterian law require two- thirds of the whole number, or only two-thirds of those voting? The report made to the As- sembly if adopted by the body would indicate that the subject must be determined by the presbyteries and the result simply proclaimed im the ensuing General Assembly. This dis- covery has been made not by engineers, but by the lawyers of the Pennsylvania road, Germany may consider that Bismarck’s retire- ment is in one respect at least its gain, if the German letter which he insisted should be re- tained in printing, be changed to the Roman letter now almost in universal use. And by the way why do not German newspapers in America adopt the Roman letter?
