THE EVENING STAR bas the fullest Local Circulation of any Newspaper in the World, and as an Advertising Medium is worth more than all the other papers published in Washington. The consideration of the question of a post Office site for Washington at a joint meeting of the Senate and House committees on public buildings and grounds gives some eucourage- ment to the people of the city. Such # meet- ing is a novelty, so far as these committees are concerned, and its occurrence shows that the committees recognize the urgency of the capi- tal’s need in regard to 2 post oflice, and gives promise that an earnest ef- fort will be made to harmonize the differences of opinion in respect to a site. Washington will be satisfied if a suitable build- ing is erected upon any one of a half-dozen sites which have been proposed. A strong sen- timent exists against tRe use of a park for this purpose, and in view of its past experiences the capital would vastly prefer a building for ite post-office surrendered entirely to the lat- ter's uses. If it were necessary that the new building should have other tenants than the post-oftice it would be to the interest of the city that these additional occupants should not be of akind to need continually more room and of a disposition and power to crowd the local office to the wall as fast as its room was needed. If it were decided to house the local office and the post-office department together, a building should be provided of sufficient size to accommodate the expanding department for as many years as it 18 proposed that the post-oilice shall occupy the quarters assigned it, For it is certain that as soon as the department requires the space occupied by the local oflice the latter will have to go, as it did before. With these suggestions of wishes the people of the city will doubtless be willing toleave the matter to the Joint committees, ‘They want very much a distinct building one purchased site, but if a creditable post-@fice is furnished them at this session of Congress they will accept gratefully whatever they can get. It is to be hoped that the joint commit- tees will speedily come to some agreement in the matter. They can hardly fail, if they take action at all, to satisfy and gratify the mass of the people of the capital, — ————$— Why should there be a special delegation of Congress's power of exclusive legislation in the District, merely in reference to side-tracks, and merely for the benefit of one railroad, as proposed by the Atkinson bill? It would sim- plity matters if Congress should formally sur- render its constitutional control of District aifairs to the Jocal railroads in respect to all questions, Practically things would not differ much from their present condition, and the railroads would be saved the annoyance of re- quiring Congress to cause the laws to conform to the acts which they have committed, and the donations of the government to harmonize with seizures of public property which they Lave already made.
