About two weeks ago he drafted » bill to be presented to Congress, which, he thought, if passed would remedy existing evils and give the Commis- sioners more discretionary power in the prem- ises. Be it enacted, &c., That from and after the Ist day of November, 1890, no person shall en- gage as a dealer im the District of Columbia in distilled, malt or fermented liquors, wines or cordials without first having obtained a license signed by the assessor of the District of Colum- bia, for which license he shall pay ally the sum of #300; provided that such license shall not be granted until it is satisfactorily shown that the place where it is intended to carry on said business is properly arranged for seiling said liquors as merchandise, nor authorize any person to sell such liquors, wines or cordials in jess quantity than one pint, nor to be drunk upon the premises where sold, and shall be known asa wholesale liquor license, but shall not be issued until approved by the Commis- sioners of said District. Section 2, That proprietors of bar rooms who shall obtain licenses in the said District shall pay 600 annuaily for such license, aud deposit with the collector of taxes said amount with his application for license. Every place where distilled, malt or fermented ‘liquors, wines or cordials are sold to be drunk on the premises or in quantities less than one pint shall be regarded as a bar room, and the posses- ion of malt, distilled, fermented or any intoxi cating liquors with the means and appliances for carrying on the business of disposing of the same to be drunk where sold shall be prima facie evidence of a bar room within the mean- ing of this act and the license therefor shall be known as a_ retail liquor license. And ia the cities of Washington and Georgetown it shall be the duty of the proprietor of every such place to. pre- sent to the Commissioners the written permis- sion of two-thirds of the persons owning real estate and two-thirds of the residents keeping house on the side of the square where it is de- sired to locate such business and on the side of square fronting opposite to the same, and if a corner house such signers will be required in all cases on both streets. Tne fact of such ownership of real estate shall be certified by the assessor of the District of Columbia and the fact of the req d residence and the gen- uineness of the signatures of both property owners and residents shall be ascertained and certified by the lieutenant of the police precinct which embraces such proposed location. Such license shail not be issued until ke patie by the Commis- sioners, And no such liquors shall be sold except in compliance with the provisions of this act; nor sold, given, nor in any way dis- osed of, to apy minor, intoxicated person, Pebitual drunkard or inmate of the Soldiers’ Home; or on Sunday, or between 12 o'clock midnight and 4 o'clock in the morning; and every bar or other place where liquors are usually sold shali be kept closed on Sunday during the entire day aud night; and all such places shall be kept closed each aud every day etween 12 o'clock midnight and 4 o'clock in the morning. Section 3. That any person who shall violate any of the provisions of this act shall be liable to a fine of uot less than $300 nor more than $600; and upon conviction of a second of- fense shall ve liable to a fine of not Jess than $600 nor more than $1,000, and to imprison- ment at hard labor in the Washington Asylum until the fine 1s paid, not exceeding one year nor less than six mouths. Prosecution under this act shall be on information filed m the Police Court by the attorney of the District of Columbia or by one of bis assistants, which information, if defective in form or substance, may be amended st any time before fine or sentence shall be pissed, upon such terms as shall be prescribed yy the presiding judge. Section 4 That licenses for any of the above purposes shall not be granted to the following classes of persons or place To any person to conduct said business within 400 feet of a public school house owned or oc- cupied by the District of Columbia, measured between the nearest entrance to each by the shortest course of travel between such place and such school honse. To any person convicted or pending appeal in court of violating during the preceding li- cense year any of the provisions of this act, or who has been convicted within the two pre- ceding license years of having sold liquor without a license, Section 5. That all applicants for license and persons holding licenses shall allow any member of the police force or duly authorized agents or officers of the Commissioners full opportunity to examine at any time the prem- ises for which a license is asked or has been granted. A refusal to do so sball be deemed a sufficient cause to reject the application and authorize the Commissioners to annul the license if already granted, and every licensee shall frame the license under this act and Place the same in us or her chief place of usiness so that it shall be conspicuous and easily read, aud neglect of this requirement will be sufficient cause to annul said license. Section 6. That license shali not be granted to any person employed in any capacity under the District government, or to any other per- son who, by reason of any other employment or business, will be absent from the licensed place during business hours. Citizens of Northeast Washington held a meeting at Little Rock Hall, 11th street be- tween F and G Monday night, to take into con- sideration the alleged unwholesome and incon- venient condition and surroundings of the Lovejoy school building. Rev. Noah Dillard was chosen chairman and Mr. R. D. Ruffin sec- retary. Mr. Ruffin stated that the object of the meeting was to petition the Commissioners to lay sidewalks around the school building for the benefit of the pupils of the school. He said that the principal of that school stated that the water for the benefit of the school was nearly two blocks away; that the children had to come through the mud over their shoe tops to the school. He also stated that he believed there would be no unreasonable delay on the part of the Commissioners in laying the sidewalks when the matter was properly laid before them, A committee of three, consist- ing of Messrs. Ruffin, Burfort and Marshall, was appointed to present suitable revolutions to the Commissioners and report Friday night next at the same place.
