The Commissioners have devoted much time and labor to the preparation of a proposed liquor law for the District, the terms of which are published elsewhere in Taz Stan. Ahigher license and more stringent regulation are pro- vided for the legal sale of intoxicating liquors, and severer punishment for their illegal sale. ‘The measure is in the direction of those which have been found most effective in the large cities of the country, in that it proposes high license and strict regulation for the liquor trafic rather than ite entire pro- hibition. It is as true today as in the time of the Greek law-giver that the best law for any community is the best which will be enforced and obeyed. A measure called a bigh-liconse law, which cuts down the saloons to a comparatively small number, hedges about the traffic with wise restrictions concerning the hours within which and the persons with which it may be conducted, and prohibits, under heavy penalty, all othor traffic in liquor, may, as experience bas shown, be reasonably well enforced in our large cities, and is then a more practical and effective meas- ure of prohibition for such places than a law pro- hibiting entirely the sale of liquor. For ex- perience proves thata prohibitive law is not enforced in American cities, and that its prac- tical effect in them is to multiply low grog- geries and the demoralizing influencos asso- ciated with the sale of liquor. Local communi- ties wlil see to the enforcement of laws which they have imposed upon themselves and which local sentiment supports. Local option will give to each community the best practical measure of prohibition,—to the average rural district uncompromising prohibition, to the large city the modified probibition of high li- cense, Undoubtedly public sentiment in Wash- ington would not sustain statutory prohibition. A high-license law, vigorously enforced, is the best that is now available, The application of the liquor law is of greater importance to this community than the details of the terms of its statutes.
