THE SOCIAL MATTERS. The Brilliant Levee at the White House —Personal Notes. Several thousand people attended the Presi- dent's levee last evening, and it was the best managed of the four receptions. The drawing rooms wore their usual aspect of floral festivity and flowers were ased in the decorations that are seldom seen. Fragrant wall flowers cov- ered a mantel in the blue parlor: great clumps of palms and tall bushes of snow balls and lilac stood in the angles of the rooms. The Presi- dent aud Mrs. Harrison were assisted in receiv- ing by Secretary and Mrs. Windom, the Postmaster General and Mrs. Wanamaker, the Secretary of the Interior and Mra Noble and Secretary and Mrs. Rusk. Mr. Butterworth Tells a Cincinnati Witness That He is Lying. The special House committee on the Ohio ballot box forgery assembled again this morn- ing to take the testimony of Lewis A. Bode of Cincinnati. Witness, during his testimony, said he was called here, he presumed, because he had told Mr. Pryor that it was singular that Mr. Butterworth had said that he had not spoken with Tom Campbell for eight years, when he (witness) had seen him in Campbell's office in 1887. Wood was also in the room, but was not talking with Mr. Butter- worth, A ballot box wason the table. There were several other persons inthe room. Wit- ness assumed that they were there to dis- cuss the ballot box matter. Mr. Butterworth, who was it in the committee room, exclaimed: “You are lying from beginning to end.” The witness was anxious to go home at the conclusion of his examination, but Mr. Butter- worth insisted that he remain in the city until he could examine his testimony. Mr. Butterworth then took the stand and de- clared under oath t! there was uot a single word of truth in Bode’s statement. THE TESTIMONY CLOSED. After the conclusion of the examination the committee in secret session decided that it would close the record and take no more tee- timony, The Cosmos Club Art Exhibition. The Supreme Court Building. To the Editor of the Evextxe Star: The bill that has passed the Senate to pro- vide for the purchase of a site for the Supreme Court of the United States 1s one which ought to receive the early and favorable considera- tion of the House. Itis not at all creditable to previous Congresses that a tribunal so highly Gignified and important as the Supreme Court, the head of the judiciary system which forms one of the three great branches of the national government, has been left for more than a century without a separate and appropriate building for its use. Public sentiment favors _— courts of justice with costly and <—— buildings. Many tribunals, both national state, of inferior rank in all parts of the cone have been provided with edifices for their special use worthy of their high func- tions. As the official quarters of an independent branch of the government to the proposed building ought to be one of the most magnifi- cent in the capital, it should not only sccom- modate the Supreme Court with its consulta- tion rooms and its great law library, but it should also contain space for the Department of Justice, for the Court of Claims, for the Supreme Court of the District of Co- lumbia, for the international claims commissions, and for international arbitra- tion courts, which are now so universally demanded by the public sentiment of the civil- ized world, and for which quarters will doubt- less often be wanted in Washington in future. Such a building is needed as a matter of econ- omy, for the government has for years been paving out large sums for the rent of build- ngs for the use of international commissions and conferences, The work of furnishing a worthy design for the proposed Supreme Court buiiding is one which will afford a splendid opportunity for the dis- Pay of the genius of an American architect, tis tobe hoped that the opportunity may call forth something original — grand fom 4 may mark the beginning of a new and better ra ip the architecture of the national capital, Ww. —_-_ KEMMLER’S 3 LEASE OF LIFE, Writ of Habeas Corpus Granted and the Execution Postponed. Tt was stated in yesterday's Stan that Will- ian Kemmiler’s lite has been prolonged by the granting of a writof habeas corpus by Judge Wallace of the United States circuit court in Auburn. The ground laid for the allowing of the writ is that the manner of the proposed execution—by electricity —is in violation of the Constitution of the United States. The writ, which is made returnable June 6 Bext, is addressed to Warden Durston of the Auburn prison, in which Kemmler is con- Sued and in which the electrocution was to have taken place this week, probably to- day. The document commands the warden to have the “body of William Kemmler, by you imprisoned and detained, as it is said, together with the time and cause of such im- Pprisonment and detention by whatsoever Bame the said William Kemmler is called or charged. before the circuit court of the United States for the northern district of New York. to be held at Canandaigua on the Tith of June at 10 o'cl in the morning.” Roger M. Sherman, attorney for Kemmler, based his application for the writ on the eighth amendment to the Constitution of the United States, which provides that “Excessive bail shall not be required, nor excessive fines im- —- nor cruei and unusual punishments in- When Warden Durston informed Kemm) of bis new lease of life the murderer was a long time in comprehending its import, and then merely remarked, “Oh, I feel easier Bow.” —— ——+e+ —_____ Large Majority for Revision. His audience was Sec- retary Tindall and aStan reporter. The doc- tor informed him that the Commissioners had ceased giving permits to the alms house, and hat he would be required to get a permit from lice department, “There it goes again, sir, sending me to ruin and degradation. If I'apply to the police fora permit to go to the poor hveso they will send me tothe work house, me, a resident of the District of Columbia for fifty years, a confed- erate soldier, an officer and a civil engineer, sir. Me, who once knew what it was to float around the city ina — team, am obliged to apply to the city for a plse e to sleep and re- gain my lost powers, It isa shame that I have to doit andI feel the warm southern blood rise within me as I apply to you, sir, for a per- mit. But I su; a you are right and have to follow your id the Lord only knows what will potas poor m With that the ex-soldier, civil engineer and resident of the District of Columbia took his departure, eee Von Bulow as a Pianist. The piano recital af Dr. Hans von Bulow yesterday afternoon in Albaugh’s Theater was one of the most notable events of the musical year in Washington, His program yester- day had that distinct historical tendency of which he is so fond. It carried his hearers from Bach to Liszt by way of Beethoven, Schubert and Chopin. It wasin the Beethoven that he was heard at his greatest. Musicians are noteven yet agreed as to many phases of Dr. von Buelow’s work as an interpreter of the piano classics, for the fons of his genius is not such as to carry all before it in a heat of enthusiasm. But there isa lofty musical qual- ity, a logical power, an absolute clarity in bis exposition of a great and thoroughly consist- ent conception that is nowhere more convine- ingly apparent than im his Beethoven Playing, in which lie his deepest sympathies, most owerful grasp of great things, Those who faa 1m von Buelow a lack of tenderness and of poetic fancy might have been given their answer in the treatment which the two Schubert selections received at his hands, distinguished as they were in so eminent degree by these qualities, It is as to von Buelow's Chopin playing that the chief differences of opinion will be noted, aud indeed there are not afew attributes of it that seem curiously at variance with what he elsewhere exhibits, In the matter of tone von Buclow's playing is too frequently marred by stridency and harshness, though on the other hand there is many a beautitul con- trast of effect through dynamic gradation aud & wonderfully elaborated use of the pedals. It does not impress his hearers with « gr technique, but it is solely because of the promi- nence given to the intellectual and the emotional in bis playing, and because of the immeasurable distance this great artist is re- moved trom everything that pertains to the Virtuoso, One rouses almost with « start to discover on occasion, as in the fervent rendering he gave to Lisz! danza” etude, the extent and power of his manual facility. Yesterday, at least, it showed scarcely a trace of the damaging effects of a long concert tour. GEOR ‘uowN.
