ToTat... 290,616 | «+ S344 I solemnly swear that the above fs @ true and correct statement of the circulation of ‘Tae EVENING Stas for the week ending March 22, 180. J. Watt. HERRON, Cashier EVENING STAR Newspaper Co. Subscribed and sworn to before me this twenty-fourth day of March, A.D. 1890. Joun T. C. CLARK, Notary Public. ——> + Saturday was a red-letter day for the capital. The Senate committee on public buildings agreed to the House proposition in respect to the local post office. and there is a bright pros- pect that the long deferred hopes of the city in regard to this building willbe speedily grati- tied. For years the matter has been tossed from House to Senate and from Senate to House in a controversy over the selection of a site. Any action taken by one house in favor of a particular site was promptly neutralized by hostile action in the other house through a combination of the owners of the other sites, The result has been no new post office for Wash- ington and a continuance which promised to be indefinite of the use of discreditable and disgraceful rented quarters, The people of Washington who are more interested in secur- ing a handsome and convenient post-office on any reasonably good site than in forcing the | selection of a particular location have become tired and sick of seeing the interests of the city made the foot-ball of opposing site owners, They honor the Senate committee for placing consideration of the capital's welfare above | the pride of individual judgment in regard to the site upon which the building | should be erected, and for withdrawing | from the position, previous occupied, | of hostility to the House proposition. ‘There are objections to the site selected, as there Would be to any that might be chosen, which | are magnified a hundred fold by the interested advocates of other sites. But these objections will not have much weight with the public, which sees in fancy a handsome, convenient | aud creditable post office located, not upona public park, or in a building with the general department to be kicked out when the occa- sion arises, but inacentral and conspicuous position on the city’s principal street. The overwhelming consideration in favor of the Pennsylvania avenue site is, however, the fact | that there is not the slightest prospect of secur- | § ing @ post office from the present session of Congress in connection with any other site, Washington hopes sincerely that the Senate will imitate the action of its committee, which has been characterized by wisdom and public spirit. ————— = The meeting to be held Tuesday evening will doubtless give the movement in bebalf of a national Methodist university great momen- tum. The presence of the eloquent Bishop Newman will materially assist Bishop Hurst, who is the leader in this important matter. Senator Hawley and other speakera are an- nounced. A great Methodist university at Washington is a desideratum which there ia now no doubt at all will be supplied at an early day. The nation’s capital is the proper place | for such an institution. Twenty years will hardly elapse before there will be a half dozen universities located in Washington, the un- rivalled advantages of which as an educational center are more and more appreciated by the whole country every vear. a The later explanations of Bismarck’s resigna- tion offered by German papers are more satis- factory than the earlier. It is perfectly clear that such a man as the Iron Chancellor would never submit to have what he conceived to be his legal privileges abridged. The hot young emperor insisted upon his right to appoint the subordinate members of the Prussian ministry which Bismarck as president of the couucil re- sisted under the law of 1852. The tone of the Bismarck organs and the comments of the other papers indicate that there is more ill- \ feeling than the public at first thought to exist. j The efforts that have been made to give the | sovereign the role of a liberal ruler and the | chancellor that of an enemy of progress are futile. The emperor is viewed in Germauy, for all his recent pretensions, as a reactionary, | While Bismarck is in no sense an advocate of | political progress and popalar liberty, he is | considered to be at least as gooda friend of the | people as Kaiser Wilhelm. Democratic Ger- many expects to owe nothing to voluntary con- | cessions from either. oo Deposed Dom Pedro wants to renounce all claims for himself and heirs to the throne of | brazil and return there to reside as a private citi- zen. But President Fonseca is uot in favor of allowing him his wish. Tho provisional gov- ernment fears apparently to trust any profes- sions made in behaif of the exiled Braganzas, Perhaps it is right. Dom Pedro is a good man and keeps his word, but others might cause | trouble, The best place for ex-monarchs is in some other country thin that in which they have once reigned. oo If New Yorkers were aa willing to put up| their money for a Grant Monument or a World's Fair as they are to put it up for Patti opera | tiekets they would now have the monument completed and be laying the foundation for a Fair building. ———— In morals Sherif Flack, of New York city, was sluck,—very slack even for a Tammany boss. He entered into a conspiracy to secure a bogus divorce from Mrs. Flack, was sen- tenced to one year’s imprisonment and five hundred dollars fine, and hisson and lawyer, the other conspirators, were iikewixe convicted | and sentenced. A needed warning is given by this case to uuscrupulous fabricators of divorces, OUnee inalong while a New York ety jury rises to the occasion, ———— 3 Forty years have passed since Charles Kingsley thundered in “Alton Locke” against the “sweating” system, and still the London tailors are at the point of starvation from that very system, oo Washington is the political, literary, scientific and educational center of the republic, but as the base ball center it has not yet achieved the ‘Most brilliant success. = ne oe A misused sailor at Newport, K.L, has sued the government for €10,000 damages for ill treatment, a precedent which if followed suc- cessfully will cost the country as much as the proposed new navy will. If when the Weather Bureau is set up over in Secretary Rusk’s office we begin to have good, regular, seasonable weather, and keep it up ‘until 1992, “Uncle Jerry” will be the man for the people’s votes and uobody can stand before hin. To Bismarck has gone to Fredericksruhe where im the sequestered quictude of bis domestic surroundings he can put in twenty-four hours a day thinking of the kind of youth who rushes ig where angels fear to tread, TTTtT H A ERB FFF A RRR Piste PAA TBE.
