The city post office site problem is one step nearer s solution by the action of the Honse yesterday. The whole question bas been dis- cussed very fully and it would seem that nothing new upon it could be presented. The House, in committee of the whole, rejecting the Judiciary Square propositions, adopted the site, conveniently near to the business center, of Pennsylvania avenue and Ninth and Tenth streets northwest The argument of a possible danger from floods and other objections to the site favored by the committee were delib- erately considered and by overwhelming votes overruled. The site selected may or may not be considered the best that could be found, according to the individual interest or bias of those passing an opinion on it, On the whole, however, it must be regarded as a good one, especially when due weight is given to the open Spaces surrounding it and the ease of approach from every direction, thus insuring quick transit between the post office and railway stations,—a far more important point than to have the office located at the very center of population, which, since the introduction of the free delivery system, is no longer the pre- vailing consideration, But the great point secured by Mr. Milliken’s bill is that we are at last to have a post office, and that a park is not to be destroyed to provide a place for it, For these things everybody in Washington ought to be thankful; and, for fear of getting some- thing far worse, every possible influence ought to be exercised to induce the Senate to pass the bill just as it came from the House. Any other course will be sure to provoke delay, if not to wholly defeat the main purpose in view, by postponing indefinitely the long and much needed improvement, This is a thing the city cannot afford. Such delay will inconvenience the public, including Con- gress and the government itself, will be detri- mental to the health and comfort of a large umber of government employes, and will re- tain for the local post office a building dis- creditable both to the capital and to the nation. ‘The votes taken in the House discourage the belief that any other solution of the post-office problem than that presented will receive the coneurrence of that body. Tur Star hopes, therefore, that friends of the capital in the Senate, who entertain other views than those expressed by the House concerning the proper site, will for the public welfare refrain from insisting upon these opinions to the extent of defeating the House proposition, The need of the capital for @ new post office is so great and so urgent that any reasonably convenient site which might be ofered would be gladly ac- cepted by the people, and Washington will ex- perience s feeling of - rofound disappointment if the proffer made by the House is rejected in the Senate. + The Post undertakes for the first time a direct defence of its insinuations that the ques- tions which Campbell copied and gave out were when he performed these acts living questions to be used in @ future examination. If the Post could from the evidence establish this charge it would shake the public confidence WASHI aX in the fairness of a number of civil Service examinations and would free itself to a considerable extent from the suspicion of conducting against individuals & spiteful, personal welfare, reckless of the general and the local warfare, and based upon suppressions and distortions of fact. Tux Stak has consistently maintained that the character of the copied questions is the test of the justification or collapse of the investigation so far as the Campbell episode is concerned. It is not aware that there is a particle of compe- tent evidence to establish that the copied questions were not those of a past examination, not to be used again. The formal charge of the prosecution alleges that Campbell ‘‘ab- stracted from the files of the secretary's divi- sion @ list of questions that had been used in the exammmation of applicants for positions in the departmental service.” The proot was to the effect that he had not ab- Stracted these once used questions, but had copied them and given out the copy. Ex-Com- missioner Oberly, who had no political or fam- ily sympathy with Campbell, examined into the whole matter at the time of its oc- currence, and it is largely upon his testi- mony thet the Sram bases its belicf in respect to the character of the questions. The evidence even indicates that Campbell’s copy contained not only the questions but the auswers made to them by a candidate at the examination at which they were asked, Could such answers be copied from a paper before the examination took place at which they were written? The act of Campbell. what- ever its character, may be justly criticised, but no newspaper which has the desire to be decently fair will convert this criticism into an attack upon the fairness of the ex- aminations, based upon the assumption that questions to be asked were betrayed, until it has examined the evidence and found some substantial testimony upon which to base this assumption, THz Stan is not aware that any such evideuce bas ever been given. ‘Twenty of the Philadelphia streets now sub- fect to the dangers and annoyances of grade- crossings are to be bridged by the Penusyl- vania railroad company on its New York division. The arrangement between the city and the company involves the expenditure by the latter of one million and a half dollars for the erection of the bridges and change of grade. The city will pay for all grading of streets and laud damages ap amount not yet determined. It is said that in twenty years all the tracks of the Pennsylvania road in the City of Brotherly Love willbeclevated. The city of Washington, too, should be freed from its grade-crossings. The Pennsylvania road has net in Washington as in Philadelphia spent millions of doliars to acquire land for its par- poses and to meet the public demand for an im- provement in the conditions of its occupation. Ithas received here free right of way for sur- face tracks over the public streets and free station sites on public reservations. It can afford to make large expenditures at the capi- tal im sinking and bridging its tracks and in reiocating its stations. $$ Ian’t it a little rough for members of Con- gress to urge as an objection to the site named for the city post office in the Millikin bill the faet that the water of the Potomac sometimes rises to the level of Pennsylvania avenue, when Congress or the government itself is solely re- sponsible for the obstruction which causes the overflow complained of? Who authorized the construction of the long bridge? Congress. Who keeps it there, as adam to prevent the free outflow of rising waters? Congress.
