4 THE EVENING STAR. WASHINGTON # STAR bas the fullest Local Cireulation of any Newspaper in the World, and as an Advertising Mediam is worth more than ali the other pupers published in M ashington. New York Ofice: Boom 03, Tribune Building. The fact that Washington pe not get the world’s fair is not so much Washington's loss as thenation’a, The exposition at Chicago will be local, not national. The grand accessories af- forded by s government city, with the finest capitol in the world and some of the most mag- nificent public buildings, will not be at Chi- cago to give supreme distinction to the com- mercial features of the exposition. The action of the House yesterday was the result of a combination of circumstances, the chief of which was the fact that two great cities with a large assured capital to ensure the enterprise with but little expectation of appro- priations from the government competed for the fair, Then local considerations influenced many votes that would otherwise have been given to Washington. The west worked hard, supported by a first-class organization and the pubiie spirit of a great inland metropolis, and the west won after a sharp struggle. The nearly solid vote of the central west and north- west made Chicago's calling and election sure. ‘The preponderance of republican party senti- Ment, too, was in its favor, It is expected that the Senate will ratify the action of the House. The fair at the site chosen will be a grand exposition of material resources, There is no luck of heartiness in Washington's congratulations to the successful city. Chicago bas the American spirit of pro- gressiveness in a supereminent degree. She will, with the whole American people, and freedom-loving people everywhere aiding her, make the year "92 memorable in the annuals of the last half of the nineteenth century. In addition, however, to the exposition of the commercial resources of the republic which Chicago assumes the nation ought to commemorate in some way at its capital the 400th anniversary of America’s discovery. Some enduring memorial of the great discov- erer should be erected in the sectiva of the re- public which bears his name, and in the capital of the greatest nation in the hemisphere which he discovered. Some exercises of cele- bration in which the nation shall play the host and entertain national guests should be pro- vided at the capital, The suggestions of a gTeat memorial hall, or of a magnificent arch, or of a national university, to be erected in Washington as the enduring monument of the event, are worthy of consideration. If Chi- eago should desire longer time to pre- pare for s commercial exposition which will do the greatest credit to herself and to the national industries, and compare favorably with the display recently made at Paris, this exposition might well be postponed for a year or two, and the Columbus celebration, pure and simple, be held at Wash- ington in 1392. But whether before or contem- poraneously with the Chicago exhibit the na- thon ought to commemorate suitably the great event with a substantial me in its capi- tal, aud hold there an “at home” reception to Visiting nations. The whole subject of the ex- position and celebration is now to come before the Senate, and if nuot reverse the decision which e: ch of the com- Memorative exercises to be locally celebrated, itean at least secure in connection with the commercial exposition at Chicago some suita- bie national celebration of the kind indicated at the national capital, —— The Germansocialisteare not dist urbed pend- ing arrangements for the international labor conference. Lhe government is trying the vir- tue of mildness. Meantime the conference Proposition itself is having smoo’ sailing. ‘The English government bas accepted repre- sentation therein and the Swiss con- federation asks for informstion. It was understood ia Berlin that the German mpero: would admit the futility of his project and re- noutice it if France and Switzerland declined to take part in it, The Berue conferenc: cording to the latest accounts, will not be hel and the Berlin conference is to be held the last of March. The German government Las gone so far in the matter timat it cannot re- sume the policy of storm and stress as to the socialists without extraordinary provocation. Bebel, the socialist leader. referring to the Proposition to expel the socialists for simply holding their opinions, says that if sach a law is made those who make it will have to expel the emperor himself, for he has gone further thaa most socialists iu declaring the truth of socialistic principles. The impracticability of the young sovereign’s scheme is obvious. It is too big fer any power to carry out, and the powers cannot, from diversity of interests, combine to execute it, Only one power can put it into operation and that is not ready for conjoint action, hardly yet for getting itself into visible shape—the power of the people of the United States of Europe, about whom the historians of the 20th century will have some- thing interesting to say. = — Royal honors were y by the emperor and empress of Austria, Th. went into mourning. replaced the imperial standard at the palace by a black banner, and the emperor stood bare-headed by the corpse's side atthe funersl, Andrassy had not been in Office for eleven years, bat he was one of the empire whieh suc- ceeded after several years the overthrow of the Hungarian revolutionary movement.
