Van Wickta, Notary Public, ——— “According to Tux Star's theory the news- papers of Washington must keep mum as to corruptions and abuses in the public service for fear of hurting the business of the town.”— Washington Lust. Bosh! The “corruptions and abuses,” re- ferred to, are the act of Campbell two years ago im removing an obsolete and valueless ex- amination paper from the official files of the Civil Service Commission and the alleged leni- ency of Commissioner Lyman toward his offend- ing relative. The offence has been investi- gated by two administrations, and has been * treated by both as a mere breach of discipline involving no taint upon the fairness of the civil service examinations. No tacts hitherto tuknown have been recently developed to place the offefice in anew light Tue Sra: has not suggested, however, that any paper ought to “keep mum” concerning official wrong- doing, whatever its character. Its theory is that s newspaper should not exaggerate an offence by distorting the facts, in order to con- structa weapon against the merit system. To call the paper removed from the files un ex- amination paper suppressing the fact that the paper had been used and was not to be used again, is to give the false impression that ques- tions to be asked were disclosed in advance to candidates; to call Campbell's act stealing is not only to impute an intent but still further carries out the misleading suggestion that the paper was of value; and upon these suppres- sions and distortions of fact to build an attack upon the confidence of the public in the merit system is disingennons, unjust, and hurtful to the public service and the general welfare. ‘Tux Stan's theory is that no paper should be guilty of this underhanded warfare against the merit system. and least of all, in view of the importance of the maintenance of this system to the capital, a Washington newspaper. ae As the returns from the German elections come in the peril of the government seems greater. The cartel combination of three years ago, arranged by Bismarck between the national liberals and the conservatives, reinforced by the imperialist group, has gone to pieces. The socialists have won a victory, and the govern- ment suffered a defeat, which brings the latter face to face with the labor element. The re- seript providing for an international labor con- ference only served to encourage the socialists. ‘The liberal party has been broken by the oc- currences of the past three or four years, If the number of anti-government members of the reichstag should, as apprehended, be in- creased in the ninety-two districts in which the elections failed and in which supplementary clectious are to be held then is the danger of the Bismarckian system real and the hopes of the German democrats on the point of realiza- tion. The figures as to party gains and losses show that the socialists in Berlin increased their vote 33.000, while the liberal vote increased 8,000. The conservative vote, on the other hand, decreased 35,000. The socialists carried two seats at the capital and also the cities of Magdeburg, Altona, Hamburg. the Dresden and Leipsic districts, Chemnitz and Zwickau. The Natonel Zeitung, one of the leading organs of the upper classes, urges on the second bailot a concentration of all the parties against the so- cialists. This shows that the goverument’s danger is realized, $e The Secretary of War knows his duty and dares to do it. In the case of Private Wild he bas vindicated a poor soldier's rights and given notice to uniformed tyrants that he will reverse all courts-martial which inflict cruel and unde- served punishments. The army officer who would, as Lieutenant Steele did. force a private soldier, not guilty of any offence against mili- tary discipline, to do his—the officer’s—menial work and then curse and strike the soldier for uttering @ temperate remonstrance, ought to be cashiered. ‘The man’s punishment, even if he had been guilty of disobedience of proper orders, was extremely severe.
