It has contended strenuously that nothing in that record is matter for shame or confusion to the members of the commission. And, while it has not claimed at any time that its work has approached perfection, it has declared that the rules adopted and the methods employed for carrying them out were the best, in the Judg- meat of the commission, which suggested themselves. The commission insists that ite course has been straightforward, while its enemies have wired in and out in vain attempts to undermine the citadel of reform. To an eutsider the efforts of the most bitter foes of a reputable and efficient public service appear to be inspired by spleen rather than judgment and imaginary self-interest rather than patriot- ism. They have waged against the law and those who administer it relentless war in Chi- nese style, abounding in noise without injury. ‘The statate is in no great danger. The people are not deceived by mere clamor. Washington ia 80 much interested for obvious reasons in a stable tenure of office for efficient government employes and in an improved and progressive classified service that the slightest prospect of the success of the attacks upon the reform would fill the community with apprehension. ‘The blew aimed at the welfare of the nation would, if not averted, strike most severely the local interests of the capital, and Washington, though it may rely upon the good sense of the American public and measure only at their real importance the attacks upon civil service re- form, will wisely$e upon guard against the efforts of the enemy. —— ———— The prospects of the international copy- right bill are greatly improved by the adoption by the House patents committee yesterday of amendments conforming the measure to the Senate bili. These amendments are, however, not very important. The Judiciary Committee as well as the Committee on Patents, is under- stood to approve the bill. This copyright bill has been more misrepresented than almost any other measure that was ever before Congress, It wa simple, clean-cut proposition to give the author and the American printer and binder a chance. It provides that foreign authors may take out copyright on the same terms with American authors provided the type-setting, printing and binding are done in this country. It is equitable and it is common sense. Too Jong has the labor of the foreign writer been appropriated by the publishers and the public im this country without a cent of compensation. ‘There is another side tothe question, but it is not the side of honesty and fair-dealing. Moreover, if we do not treat the foreign author justly the foreign governments wili not deal fairity with American authors, and our rising literature demands protection, The late seasion of the American Newspaper Pub- lishers’ Association heartily endorsed the measure. In every aspect of this matter that is presented to wise and honorable legislators there is only one course open—to pass the in- ternational copyright bill with as little delay aa possible, In time of fire there is nothing like coolness of mind, aud organization is apt to induce it. In less than four minutes the sisters of the Catholic orphan asylum in New York during the recent fire carried out four hundred chil- dren from the burning building and nobody washurt. Perfect organizxtion in the fire de- partment has several times saved cities from terrible low, within recollection.
