Paine, counsel for the Repub- lican claimants, Messrs, Saunders and Powers, began the presentation of the case in their behalf, Mr. Saunders submitted to the committee in behalf of himself and colleague a statement which will be included in the record, It was not read, Ex-Solicitor General Jenks, for the democratic Senators, at 1 o'clock began the case for the democratic claimants. FORGING GEN. RAUWS NAME, John H. Williams, a Colored Man, Under Arrest. Commissioner of Pensions Green B. Raum today swore out a warrant charging John H. Williams with forgery. Williams was under arrest for the alleged offense, and under the law he cannot give bail while the case is pend- ing in the Police Court. The prisoner, it is alleged, made out a note for 3250 payable to Gen. Raum, and it is charged that he forged Gen, Raum's indorse- ment to the note and attempted to negotiate it. The note was made payable at the banking house of William Mayse & Co. The warrant charges that the defendant forged the name with intent to defraud Gen, Raum. WHAT IS KNOWN OF THE PRISONER, The prisoner is a colored man about forty- three years old. He came to this city about six or eight years ago from Richmond, V: and soon afterward married here. He was then known as Peyton Kandolph and said he was a preacher. He was not seen about here much for some time, and he next appeared under the name of Join H. Williams, Last September he was appointed to & position in the pension office through the instrumentality of Gen, Raum, who had not then been made commissioner. The republicans were the first to feel the ef- fects of the new rules, several of them who were not present during the roll call being re- fused permission to record their votes there- after. On motion of Mr. Burrows (Mich.) the Sen- ate amendments were concurred in to the House bill fixing the duty on ribbons. Mr. Banks (Mass,) asked unanimous consent for the immediate passage of a joint resolution authorizing the Appointment of thirty addi- tional medical examiners in the pension bureau. Mr. Richardson (‘Tenn.) thought that the rules should be adhered to aud he objected. THE ELEVENTH CENSUS. Mr. Dunnell of Minnesota, from the commit- tee on the eleventh census, reported b: Senate bill providing for the ascertainment of the mortgage indebtedness of the country. Mr. Dockery (Mo.) offered an amendment Providing that sections 13 to 16 of the original census act should apply to the provisions of this act. He stated that the bill was not amendment to the original act and conse- quently its defect lay in the fact that jit failed to provide any pains or penalties for officers guilty of malfeas- ance, or for any person or corporation who refused to answer any question pro- pounded, Mr. Dunnell said that, although he did not wish to delay the passage of the bill, he would make no objection to the amendment. Mr. Buchanan (N.J.) doubted the power of Congress to compel a United States citizen to disclose bis indebtedness to anybody. Mr. Blount (Ga,) opposed the amendment. Mr. Mills (Tex.) did not regard the amend- ment as ingiisatorial, It only sought to en- force the law. Mr. Gear (Iowa) hoped that the bill would pass as it came from the committee. Mr. Washington (Tenn. ) favored the amend- ment. Mr. Sherman (N.Y.) said that the bill being asked tor by mechanics, laborers and farmers, he hoped that it would pass in the form it came from the Senate. Mr. Canuon (IIL) did not believe that this } legislation was wise. the amendment, The gentleman from Illinois (Mr. Cannon) may have half a dozen farmers iu his district” whe were opposed to the bill, but there were half a dozen thousand farmers who were asking for this legislation, Mr. Springer—Demanding it? The amendment was adopted—98 to 63, and the bill, as amended, passed—yeas, 183; nays, WILL HAVE THE RIGHT OF WAY. The World’s Fair Bill to be Taken Up in the House Next Tuesday. bill is to have the right of way in the House next week. The majority have decided not to take up any more contested election cases for a week. All of today after 2 o'clock was set aside for eulogies on the late Representative Townshend of Illinois, Monday is suspension day, and on Tuesday the world’s fair bills are expected tocome up for discussion. The matter will probably be finaily disposed of before the end of the week, and 1ts consideration will not be interrupted. LOOKING TO A VOTE NEXT PRIDAY. Mr. Candler, the chairman of the world’s fair committee, introduced a resolution in the House today providing for the discussion of the world’s fair bills on Tuesday and Wednes- day of next week and for a vote on the propo- sition on Friday. The resolution goes to the special commit- tee, who will meet at 11 o'clock on Monday morning and authorize a report at once. DISTRICT LEGISLATION. Bills of Locai Interest Considered by the Senate Yesterday. The Senate yesterday passed the bill amend- ing the charter of the Anacostia and Potomac river railroad. The proposed purchase of a site for a building for the accommodation of the Supreme Court of the United States also received a little attention. The bill came up in the _regular order and Mr. Ingalls objected to its present consideration, Mr. Morrill remarked that this bill had twice passed the Senate and usked that it be passed over informally. Mr. Ingalls replied that the bill should never went over. The bill appropriating 15,000 for the crec- tion of a bronze statue of Spencer F. Baird, late secretary of the Smithsonian Institution, had better luck and was duly passed by the Senate. The bill au- thorizes the regents of the Smithsonian Insti- tution to contract for a statue in bronze of Spencer F, Baird, tate secretary of the Smith- sonian Institution, to be erected upon the grounds in n front of the national museum, and appropriates for this purpose, and for the en- tire expense of the foundation and pedestal of the monument, the sum of $15,000. He was held in high esteem by the white population and at the time of his death he was a member of the board of aldermen. His funeral will take place Monday afternoon and the entire city council has been ordered to attend ina body.
