If there is anything in the proposi- tion to commend it to Congress. every legisla- tive safeguard regulating manner of occu- pation which was applied to the existing lines should be inserted in its charter, and other provisions which experience has shown to be necessary should be added. The route to be pursued should be stated with precision. The course from the “southeast corner of the District” tothe crossing of the Anacostia is not sufficiently definite. The tracks are con- ducted to Stanton Square. No station site is indicated. Stringent provisions against the use of public reservations for railroad pur- poses, and against the use of the streeta for ‘ny other than transit purposes ought to ap- pear in the proposed legislation. Provisions should be inserted regulating the grade and construction of the road. which will prevent the tracks from constituting a no-thorough- fare belt, will abolish — grade-crorsings as far as possible, and will provide adequate protection to the public where grade crossings are unavoidable. The public desire ie to reduce the extent and reform the character of the local railroad occupation, and to bring the railroads together, if possible, in a union station or in adjacent stations, With the inter- ests of Washington in view our legislature ought to lay down the principle that no local failroad legislation whatever shall be enacted which does not have coupied with it relief to the city from the dengers of grade crossings. ‘The evils in this regard inflicted by the roads now here are to be removed; and almost with- out exception no new tracks of steam railways, unless they proceed above or under the streets without obstructing the public thoroughfare, ought to be authorized. To prevent new grade crossings is as important as to be rid of those which the city is now compelled to endure, a The United States can borrowas much money as it wants at three per cent or less and it has a surplus of a hundred millions or more for which it gets nothing, yet the government pays $121,700 a year rent for the additional build- mgs it uses in Washington because of the overcrowded condition of those it owns.
