CLaRR, Notary Public. ——s- The new extradition treaty with Great Britain, negotiated last summer between Sec- retary Blaine and Minister Pauncefote, is now before the Senate. It is acomprehensive doc- ument, covering not only the major but a num- ber of the minor offenses. The present treaty, agreed to in 1842 and known from its authors as the Webster-Ashburton treaty, includes only murder, assault with intent to commit the seme, piracy, arson, robbery, forgery and the Utterance of forged paper. The Phelps-Rose- bery treaty would have added fouk offenses to this list. The treaty under consideration adds ten, The additional crimes are manslaughter, counterfeiting and connected offenses, embez- azlement, larceny, &c.; fraud by bailer, banker, agent and trustee; perjury and subornation thereof; rape, abduction, child stealing, kid- naping: burglary, &e.; piracy by the law of nations, revolt or conspiracy to revolt on the high seas, assaults there. &c.; crimes and offenses against the laws of both countries for the suppression of slavery and slave trading. One of the four offenses proposed in the treaty of 1836 was for “‘malicious injuries to property whereby the life of any person shall be en- dangered.” This provision would have re- linquished persons charged with political of- fenses, and was obnoxious to the criticism which finally destroyed it The new treaty clearly defines political offenses, which are excluded from the operations of the treaty. It applies only to future offenses. The treaty is highly important, stpplying what has long been a desideratum. There seems to be no doubt that the document will receive the sanc- tion of both countries and that it will check the growth of and finally destroy the American “eolony” in Canada. ~ — SS Sa = The alleged accomplice of ex-State Treasurer Burke in the fraudulent issue of Louisiana bonds is acquitted of such complicity, but efforts are making to bring back Burke from Honduras, whither he went because there was no treaty of extradition between the United States and that republic. The Hondurans, however, have taken a great fancy to the seductive Burke, who invested large funds in mining projects there, and it is not probable that they will surrender him to this govern- ment if requested or order him to leave the country. $$$ Rev. Dr. Talmadge, accustomed to have his found something insuperable in Ma- hometan prejudice when he tried to buy Mt. Calvary. Out of 211 presbyteries 47 have voted on the question, and only 12 of these have opposed alteration of the creed. It is the most import- ant matter that that conservative denomina- tion of Christians has debated in our day. $e Somebody has taken the trouble to go through the garden of European royalty and find that nearly all the plants are dying of dry rot. Somebody else bas discovered that the earth is steadily enlarging itself by additions of meteor- ites and cosmic dust.
