Depew is in Washington to at- tend the meeting of the Senate dressed beef committee, A Stan reporter asked him today what he thought of the postponement of the world’s fair bill by the New York legislature, “I do not believe,” he said, ‘‘that there is any serious opposition to the bill in the legis- lature. I believe the postponement was made merely in accordance with custom in the leg- islature. I believe that there is nothing in the opposition of republican leaders and that their action was merely to preserve the ordinary parliamentary practice. “But,” he added impressively, “if considera- ble opposition is developed to the bill and it is not passed soon it means that the world’s fair is done for as far a8 New York is concerned, Then, if Chicago has the money to put up. she will get the fair. At first the witness showed a disinclination to divulge the name of the attorney, where- upon Mr. Loring exclaimed: “You are making a very foolish objection!” ‘My hesitation is not personal, but I did not know whether or not the attorney would like me to mention his nam, “Well, if hes ashamed oMbis employment | he bad better resign!” retorted Mr. Loring, whereupon the witness weakened and gave the name. This passage-at-arms was not put upon the record. Mr. Bieg then testified that he was the treas- urer of the committee. PAYMASTER COWIE OX TRE STAND. Passed Assistant Paymaster Thomas Cowie the author of the famous bill and of the letter to the naval oificers, was called. He did not know of any formal organization among naval officers nor of any formulated movements among naval officers to endeavor to secure the passage of any particular bill. “Do you know of any instances when money or contracts to pay money have been solicited from officers for the purpose of intluencing leg- lation?” “T do not,” “The question,” explained the judge advo- cate, “does not mean influencing legislation improperly.” ‘That's different," responded the witness, “There was a bill Proposed by me and circu- lars reiative to the whole matter have been sent to the Secretary of the Nav: se “You are not on trial, Mr. Cowie, know,” suggested Mr. Loring, to relieve a slight embarrassment on the part of the wit- ness, “There was also a letter to the secretary from me dated December 23.” continued the witness, “in which I explained the whole matter of the circulars,” added the paymaster, and this letter was read. I agreed to his proposition for a retaining fee of $5 each and also for a Percentage of increased pay as reasonable terms.” WHERE THE CHECKS CAME FROM. “Do you know of any responses received by Mr. Thomas?” “I do.” “How many such?” “I myself received a check from the pay- maste. of the Galena for $100, represeuting twenty officers attached to that vessel; also from the paymaster of the Monogahela a check for $30, representing the six otticers on that vessel. Both checks were in- dorsed by me and turned over to Mr. Thomas. I know of no other instances. For the last draft Mr. Thomas sent me receipts made out in the officers’ names, and I think that the last re- ceipt was numbered 120.” “Have you yourself personally closed with his offer?” “I have not.” WHO SIGNED THE CONTRACT? “Do you know of any officers who have signed the Thomas contract?” “None but those cases I have mentioned.” “What corps of the navy are represented in those fees?” “The line, medical, pay and engineers; I won't be positive about the engineers.” To Mr. Yorine the witness said that so far as he understands Mr. Thomas is to realize the entire proceeds of his circular letter to officers. New York, Jan. 25.—Ons Brothers, elevator builders of this city, have brought suit before the tribunal de commerce de la Seine in Paris against Gustav Eiffel, designer of the cele- brated Eiffel tower, to recover a balance of 14,700 alleged to be still owing on the $30,000 contract, under which they were to furnish and deliver on the grounds of the Paris expo- sition two elevators, which were to be run from the ground up to the second platform of the tower. Otis Brothers aver that under the contract they were simply to deliver the elevators in working condition and Eiffel was to put them up, but the defe t objected to this simple delivery and refuses to pay the balance on the ground that the elevators were not and running when the exposition opened its doors to the public. ‘G EIFFEL, A MODEL MAN, The Suiciding Cashier of the New York Post Office was Popular.
