_——— i a THE EVENING STAR: WASHINGTON. D.C TUESDAY, JANUARY 14, 1890. THE EVENING STAR. Wa SHIN. GTON. ouimnas . 1 ROSKY S, NOYES. 1s90. -Raior. the fallest Local he World, and as an Advertising Medimm is worth more than all the other pupers published im __ Washington. ew York Office: Room 93, Tribune Bailing Congressman maga suggestion that the appointment of lower grade postmasters be Fegulated by civil service commission laws has some good points, The almost invariable rule is to give country offices to men who have stores, which are the gathering points for large neighborhoods. The remote country postmaster is sui generis. He is without a peer. If he be efficient or inefficient he is equally superlative. In one instance, which has never come to the notice of the department, a man was appointed postmaster for an office iu Ten- Ressee, but having a saloon a mile away, and across the line in Kentucky, he transferred the office to his saloon, and thereafter one of ‘Tennessee's post offices was in Kentucky, which was hardly less legal than geographical, It was political, however, and that was quite enough. If any class of office holders more than another needs the educational influences of the civil service laws it is these remote country post offices, where not infrequently the recipient of « letter or paper and the post- master bold a council of deliberation before determining whether ‘‘Richacd Roe” or “John Doe” is the address on the wrapper. If Mr. Bayne can formulate his opinions into a bill | and materialize them into a law which will result in improving the country post offices ho will be doing a work of education and reform which will entitle him to a brevet Postmaster Generalship. a ‘Tne women have sent a petition to the Senate asking that they be represented on the Board of Managers of the World's Fair in 1892. A woman had much to do with the event which the exposition is to celebrate. Queen Isabella was instrumental in sending Columbus hither four hundred years ago. curiosity which prompted ber to send a man across an unknown sea to learn what lies be- yond, but her motive is a minor matter. In the pioneer period of the country women | shared with man dangers and hardships, and | her sufferings were the greater in that her weakness was the greater. She has taken with him every step in the progress of the civiliza- tion of the western continent. She is entitled to share with him in the honor for what has been aceomplished. Whatever arrangement may be considered wisest in the make-up of the business management of the fair, woman's | industry, grace and tact will find full repre- sentation in the exposition itself, and the part which she plays and has played in the couti- nent's progress ought to be suitably recognized, = —_ —— Governor Campbell of Ohio, who was inaug- urated yesterday at Columbus, signalized his accession to the office by open advocacy in his message of ballot reform. The governor is making an excellent start and if he ia met by his party in the same spirit, the reproach which attaches to “Ohio politics” may be removed and that great state may come from under the cloud which has for a long time hung in its po- litical sky. The shame of ‘Ohio politics” is not confined to either party. The contest has been always more or less close in the state and the means resorted to by each in the cireumven- tion of the other have frequently been dis- graceful and at times criminal. If Governor Campbell can purify politics in his state it will be a greater credit to him than to be President, And it may not disqualify him to be President. —— Congressman Cummings bas introduced a bill to erect a statue to the late Samuel J. Til- den, on oue base of which is to be the inscrip- tion, “Samuel J. Tilden, nineteenth President of the United States; elected, but not seated,” Somewhere on the statue it ought to be indi- cated concerning the dead statesman that in the only instance on record where candidates tossed pennies for the presidency of the United States he took part and lost. ——— Lord Sackville, late British minister to this country, may take some satisfaction in the news from Los Angeles, Cal, to the effect that Editor Otis of the Tunes of that place. which printed Lord Sackville’s famous letter, has been charged by an ex-postmaster of the place Possibly it was her | ‘Spring and summer end winter will Royal, The following program briefly 850,000 worth of New Goods, Annual Special Sale of Men's “Palais “Opening” of advanced Spring styles ‘Twelfth Annual Special Sale of “Opening” of Embroideries for the New Evening Goods shown for the ‘Wraps, Woolen Underwear, &c, at ThE PALAI ‘We want your opinion of the ad tomorrow. The latter are Jesigned to reduce bribery and intimidation py acting upon the voter. Mr. Osborne’s bill applies pressure to the candidate.
