Mr. Wanamaker spoke of the churge brought against Mr. Johnson at the White House, that he was a drinking man. Mr. Johnson said that suc tements were ridiculous. He could not e called a drinking man. He took a drink occa- sionally and that was all there wasin it. ““How- ever,” he added, “if I get this appointment I will not drink at ail.” “That is good,” exclaimed Mr. Wanamaker, grasping Mr. Johnson's hand. Crane, in reference to the street sweeping in the city, heretofore referred to in Taz Stan, were submitted to the first controller and by him referred to the Commissioners for report September 3, 1889, After collecting all the information possibl from various sources the papers were referred to Auditor Petty for final report, Today he submitted his views to the Commissioners in the following report: AUDITOR PETTY's REPORT. “T have the honor tosubmit the following re- == relation to the vouchers for cleaning streets forthe months of May, bog: and August, 1889: The original qeneliien on which Lavifrereng rere made otigr con- tractor were based, are those recorded in the book which was kept for that pesados at the health office and mbion were furnished by the engineer de were never sub- mitted to this office, vajaaed made upon & voucher prepared from them by the health officer showing oe aggregate number of square yards teach day, which accouut was certified to te correct by the health offi- cer, the —- clerk of the health department andthe general superintendent of street sweep- ing, the basis of the three certificates being at last the statements of the route inspectors who actually followed the street sweeping machines at their work. The statement that C street from Indiana avenue to 7th street west was duplicated on the schedule is true as to the dates given between May 22 and August 3, | 1889, inclusive, but there seems to have been no duplication, as claimed, on the 11th and 18th of August, 1889. These duplications make an excessive allowance of 179,766 square yards, “The schedule for May 7, 1889, allows 88,340 square yards on B street between 6th and i7th streets northwest, while the measurements show but 44,170 square yards between those points, an apparent duplication. Mr. Harper, the inspector who personally supervised the sweeping, says, in explanation, that on the da‘ 4 in qnestion B street between the points name: ‘was swept twice. “Since this investigation was set on foot Mr. Bailey, computing engineer, has prepared from careful remeasurements of every street an en- tirely new set of schedules for the guidance of the contractor and accounting officers, copies of which have been furnished to this office and will be duty forwarded to the controller. The computing engineer, after carefully comparin; the original with ‘the revised schedules an making due allowance for duplicate and erro- neous measurements, certifies to the following result.” SMALL BALANCE DUE THE CONTRACTOR. Here follows an account of Mr. Bailey show- ing in detail the number of square yards swept during May, June, oN and August. The num- ber swept as per the revised schedules, the number of square yards, or $15.74. The re- port continues: ‘It thus appears that the net difference amounts to 44.990 square yards in favor of the contractor and number against him, the deductions show the difference in favor of the contractor to be 44,990 square yards in favor of the contractor, showing a balance of $15.74 due to him in the settlement, As these last sched- ules have been made from recent and careful measurements by the computing engineer—the highest authority in such matters—I see no | reason why they should not be accepted as the basis of settlement and the vouchers certified to the accounting officers of the United States Treasury for final adjustment.” DISTRICT GOVERNMENT.
