Few York Office: Room 83 Tritane Building, We are already in the shadow thrown in ad- vance by the 20th century. The last decade of the present century upon which we are soon to enter will, in all probability, be more memorable than the famous last ten years of the 18th century. Feverish revolutionary movement now, as then, characterizes the epoch. Kings were shaken from their thrones and their blood trickled from the guillotine. The innocent and the guilty alike perished, and war's rade alarms sounded throughout Europe. Political order, religion, ali that society had valued in the past, were appar- ently moribund and a reign of chaos seemed to mauy conservative minds and timid hearts to havo come to stay. Butitwus notso. Blood flowed froely. The map of Europe was changed. Tho commerce of the world was twansformod, and science aad literature as- sumed new forms anda greater power. The thirty years peace followed. Then the seeds that had been sown, here in '76 and in France in’89 and "93 germinated. The party of Lib- erty and Progress was no more to give way to agms and hoary autocracy. The “mighty fed- eration of man” had been born in the brains of the thinker end made possible in the increas- ing pride and pewer of the people. Then come 1843 with its Pyrrhus victory for the throne, and unification of Italy and the death of Bourbon and pseudo-imperial rule and os- tablishment of the third Republic. Slavery here died in the last hours of a hopeiesw struggle, and it has sinee died in Spain and Brazil. In this centary of human upheaval the light of reason has shone with exceeding brightness. Inthe wme judicial opinion it ix held that if the qa.stion wero one of the advisa- bility of the change of mode in inflicting the death penalty oy capital punishment the dis- cussion might be prolonged. The court was confined, the judge making the decision ob- served, to the simple question of constitution- ality. The billof rights in the state constitu- tion gave the right to the courts to decide the constitutionality of such laws. although it was doubted if a similar power in respect to na- tional legislation was conferred by the Federal Constitution. The court of appeals will be Kemmler’s last resource. But instant death from overhead electric wires in city streets are becoming so frequent and arousing so much public feeling that even the courts are in- fluenced to give full weight to the evidence that the electric current can kill when deliber- ately applicd. Kemmler will probably be electrocuted, re The number of great statesmen who have died during 1889 is smaller than the usual death-rate. The poets and other literary have suffered greatly. The writers of inter- national law who have shufiled off the mortal coil are considerable in oumbers and fame. Woolsey, Barnard and Wharton are all clearly defined stars in this galaxy. et Elsewhere in Tug Sra is printed a summary of the leading events in the world’s history during 1889. It is in effect an obituary notice of the year which dies ‘tonight, but supplies more interesting reading than the average obituary. The “acciden — + at railroad crossings in this city are frightfally frequent. If there were no grade crossiags there would be no such dis- asters. No surface railway crossings in this broad land, if allowed to remain, should be for a single moment unprotected. In the cities, teeming with population and brisk in business movement, it is indispensable that the surface crossings should be carefully watched. The city of Washington has suffered much from the negligence and parsimony of the railroads crossing her borders and travers- ing some of her principal streets and drives, Only yesterday a man was run down and severely injured on Boundary street at one of these unprotected crossings, Many people have been killed on similar danger spots. The appeal to the local legislature for relief and protection surely ought not to be in vain; it is the solemn appeal of the living, based upon the spectacle of the blood of the dead. os —__ A public | sentiment favorable to the Austra- lian ballot has been created in the state of Maryland. which, unless Senator Gorman is master of the consciences of a majority of the people of that state, will be heard in loud tones if the new legislature does not frame a law in accordance with it. A strong element in the democratic party is committed to the improve- ment of the election laws. The Sen- ator, it is said, tried to head off the movement for ballot reform by as- sembling secretly in a Baltimore hotel the democratic editors and “exposing” the weak points of the Australian system from the Gor- man standpoint But the secrecy did not work, for somebody told all that was done to the city feporters. The Senator's speech is a curious confession. In a word it amounts to this: Bal- lot reform has been tried recently in two states, east and west, and in both the democrats lost the election. Therefore, ballot reform is a humbug.
