CLARK, Notary Public. ———+ Tae Stas has herotofore alluded to the pro- proved investigation into tho civil service of the country by the National Civil Service Re- form League, Some time in January Chair- man Foulke, who is a citizen of Indiana, will come east, and the special committee of five appointed by the League will assomble and enter upon their work. The chairman is avery earnest and able reformer, and the committee includes some of the most strenuous advocates of the merit system to be found in the Reform League or the country at large. One of these committeemen, Sherman 8. Rogers of Buffalo, states the object of the proposed meeting ina recent interview. ‘The general scheme of the movement,” he said, “‘is for the purpose of fur- nisbing information of every kind tending to show the people the beneficial character of civil service reform. We will certainly find some things which need correction, and we expect to find much to attest the fact that civil service reform is highly beneficial in its nature tothe public at large. As soon as the people understand this it is our expectation that they | will not allow the movement to be crippled for | means to sustain its action, but that they will provide it with the sinews of war.” This optimism is not excessive, The confidence re- posed in the good sense of the pubtic is reason- able and warranted by all that is known of | public feeling. The people are well aware that the new system is one that cannot injure them, and all who have sought information with un- prejudiced minds have found that the spoils system was corrupt and corrupting, was ineftl- cient in its operations and with a constant ten- dency to become more and more unfruitiul. —___——s---2—_____- There has been improvement in the art of writing hiscory as in every rart since the revival of the arta.
