The apparent demand for it on the plea of popular conveni- encé, and the claim made that it is in the in- terests of strict justice, are to be examined on their merits and in conuection with other facts, and the whole question decided for the general good of the serv: There are, doubtless, many ways in which improvements can be effected in the practical working of the merit system, and the fact that there are vastly fewer objections to some criticised feature of it than to the corresponding feature of the spoils sys- tem which it displaces, or the fact that these objections are urged by enemies of the whole merit system who wish to destroy and not to improve, should not prevent the friends of civil service reform from heartily advocating such modifications, no matter by whom suggested, as will increase the chances of an improved public service. No one contends that the civil service law is in every detail the expression of absolute and perfect wisdom so that it cannot be altered in jot or tittle without public injury. Doubtless every advocate of civil service reform sees features of the existing system which in his opinion may be much improved, The outery of spoils men over real or imaginary flaws in the civil service machinery and awkwardnesses in its working furnishes no argument for the destruc- tion of the machinery, which they demand. ‘They must first show that the mischievous system which has been discarded for the new machinery would be an imyrovement, if re- placed.
