Whatever method of appoint- ment prevails there will be thousands of office seekers for every office to be filled, This fact and the small chance of success to any in- Gividusl in the contention should be Drought clearly to the attention of every possible office seeker and he should also be made to appreciate the disadvantages and drawbacks of that employment by the gov- ernment for which he hopes. The overwhelm- ing rush of office seekers is a source of annoy- ance to the appointing power and of distress tothe multitude of disappointed applicants, and every one, without reference to his views concerning the proper basis for the distribution of offices, would doubtless reduce the evil if he could. But return to the spoils system would not sapply this remedy. The fact that the persons! favor of some politician had become a requisite for success would not deter the average Office seeker as much asthe require- ment of a competitive examination upon his merits, There would be, as there was before under the spoils system, the de- scent upon the capital of a vast multitade of persons who had rendered or thought they had rendered political or personal services to the appointing powers. There would be the game delusive hopes indulged, followed by the same disappointment and distress. There is no baseless encouragement given by success ina civil service examination which would not un- der the spoils system find its counterpart in the deceptive promise or suggestion of support by Congressman or other high official. Just why frail human nature selects the day of peace and good will in which to display its ‘worst phases is not understandable. No Christ- ‘mas passes without its affrays and its murders. Yesterday's criminal record was distinguished by a riot ata Christmas tree gathering in charch at Shawneetown, Ill, in which the brutal instincts even of apart of the church- going element of the population were not re- strained by the sanctities of the day and A free fight in a church, leading citizen nearly killed and other leading citizens in- jured—how thin a veneer at times seems our Christian civilization! And yet it is by the ex- ception that the rule is proven true, The shock of the recoil from these things tests the real ebaracter of modern civilization. Among those who treat the Christmas holiday as merely the occasion for alcoholic exhilaration the ten- dency of the day to breed crime is obvious. But when the mania for disorder on the day of peace and good will attacks achurch con- gregation one can only throw the blame on buman nature, with the deacon’s reflection that The results of the great patriotic exposition at Paris may well inspire our own statesmen aud people, who are preparing for a world’s fair in 1892, with the pride of emulation. The cost of preparation, including the structures erected, was $5,500,000, of which the national government furnished 23,500,000. the Associ tion de Garantie as much more and the munici- pality of Paris $1,500,000. The estimate was a million dollars over what was required, ex- elusive of $490,000 paid in by the sale of priv- ileges. It is estimated that $300,000,000 were spent in the French capital during the exposi- tion, the government alone clearing #12.000,000, or a third more than the cost of the exposition. ‘This array of benetits does not include the rise in the value of property, improved transit and general business impetus due to the holding of the great fair.
