Mr. Porter has made public the following letter written by him to Senator Berry of Arkansas: “In reference to our conversation the other day on the subject of ascertaining what per- centage of the people in this country occupy their own homes and farms and what propor- tion are tenants, I beg leave to submit the fol- lowing facts for your consideration: “Many single tax clubs, Knights of Labor assemblies and other asssociations have re- quested this office to ascertain ‘what percent- age of the people in this country occupy their own homes and famrs and what proportion are tenants; and of those who occupy their own homes and farms, what proportion of their property is free from debt; and of the homes and farms which are under mortgage what per- centage of the value is so mortgaged.’ “These statistics cannot be got from records, because there are no records in this country which, on their face, disclose the information; consequently the statistics can be got only by a house to house canvass. An attempt of this sort was made in the taking of the Massachusetts census of 1875, by which it was sought to secure, by means of an individual schedule, data from working men and working women as to their wages and earnings, the number of rooms rented and annual rental paid, as well as pro- curing the ownership of the home and the mort- gage incumbrance thereon. About 71,000 heads of tamilies returned answers to these inquiries and only 19 per cent of the persons who were asked whether they owned their homes replied that they did so, the remaining 81 per cent being composed of persons who did not own | their homes and those who refused to answer; so that these statistics in Massachusetts are in- complete and do not represent the true condi- tion of affairs in that state at that time. “The only safe way to get these desired sta- tistics about homes and farms is by an inde- pendent house to house canvass, unconnected with any other branch of census work, so that in case of failure to get trustworthy statements no part of the general work of enumeratin; population and industry would be jeo, In any way. To conduct this independent can- vass it would be necessary for enumerators hm travel over eve street and high- way in the Unite States and visit some 13,000,000 —_ families. The cost of doing this would be between one and two million dollars at least, based on a general estimate of arate per family sufficient to in- sure, both in sparsely and thickly settled dis- tricte, a fair ae for a day's work, thts rate per family varying from a the minimum rate that ought to be paid, to ten cents and upward.” From Boyd’s, Md. Report tothe New York Presbytery on the Subject. The New York presbytery met Monday to hear the report of the committee on the re- vision of the Westminster confession of faith. President Hastings of the Union theological seminary read the report. The committee say in substance that their conclusions were unani- mous and were ob:ained after ample delibera- tion, ‘hey reduced the changes toa mini- mum and made only those which removed what had proved to be stumbling blocks to many honest believers. The first change re- commended was that the third chapter of the general assembly's overture be so recast as to include only: A sovereignty of God inelection, the general love of God for all mankind, the salvation in Christ Jesus provided for all, and to be preached to every creature. The second change was that the tenth chapter be so re- vised as not to appear to discriminate against infants dying in fancy, and to preclude the explanation in section four which teaches the damnation of the heathen, or makes the con- fession deny that there are elect heathen, ‘These were the only positive changes the com- mittee would recommend. They added that the presbytery should recommend to the gen- eral assembly to invite the Presbyterian and Reformed churches of America and of Great Britain and Ireland to formulate a short and simple creed couched, so far as necessary, in scriptural language, containing the essential and necessary articles of the Westminster con- fession, and this to be submitted to the Pres- byterian and Reformed churches of the world. No new doctrines were needed, but a clear statement of the old.
