Tribune Building, ee Congress bas lavished upon the local rail- toads privileges worth millions of dollars at the expense of the people of the capital and the people of the United States. It has dis- regarded infractions of the law by the rail- roads, the miserable accommodations provided for the capital and the disfigurement of the parks and streets in the vicinity of the Capitol building. It bas suffered the railroads to oc- cupy public streets seized without the authority of law, to put streets legally occupied to unau- ‘wborized uses, and to destroy life and property ‘while in the act of violating the luws regulating the speed of trains, the protection of cross- ings and the obstruction of streets within the city limits, Not only bas it per- mitted the rights of the local community to be trampled upon, but in the engagement at the Eastern Branch bridge it even suffered the forces of the United States to be ignonimously put to flight The whims of these spoiled favorites of the national legislature have been gratified even to the extent of permitting one of them to kick Uncle Sam. In the full enjoy- ment of these extraordinary privileges the rail~ roads now say to the nation: “Unless you con- firm our illegal holdings uf government prop- erty, quit this talk about changing our grades, and permit us to use the public streets as freight yards and to hold ourselves above the laws of this petty District, whose people are grumblers, not voters, and are fit ouly to be killed at unpro- tected grade crossings, we will cut off the cap-~ ital of the United States from railroad facilities, we will refuse to deliver freight to it, and we will starve it out, even if we temporarily injure ourselves in so doing.” They address to an in- dulgeat Congress the same sort of threat which Punch's bad boy aimed at his doting grand- mother: “Well, granny, I've eat the cherries you gave me, and now if you don't hand over sixpence I'll swaller the stones!” Might not an energetic spanking by Uncle Sam improve the morals and manners of these spoiled pets of the nation? The position assumed by the railroads is al- most certain to force some action by Congress. ‘The injuries inflicted upon the business men of Washington have been indicated in the inter- views published in Tae Stan, The growing business of the city requires « corresponding enlargement of railroad facilities, Existing conditions must be improved both for the benefit of the city and of the railroads; and especially in view of the extraordinary require- ments of exposition year, 1892 But it will be @ lasting disgrace to the national legislature if it complies with the demands of the railroads, backed by the threat which has been made, and disregards tho appeal of the city fora check upon the railroad encroachments upon public property, for the removal of grade cross- ings within the city limits, for the selection of permanent station sites and the erection of creditable structures thereon, and for the com- pulsory observance by the railroads of laws de- signed to protect the lives and property of citizens of the District. $+ _____ President Harrison is the first President of the United States who has suggested legislation for the protection of railroad employes, thus broadening the field of national law-making and encouraging a deserving body of workmen. In bis first annual message he recites the fact that the attention of the inter-state commerce commission has been called to the urgent need of Congressional action for the better protec- tion of the lives and limbs of those engaged in operating the great inter-state freight lines of the country, and especially of the yardmen and brakemen, Tuz Stax agrees with the President whea be saya that it isa reproach to our civili- sation that any class of American workmen should, in the pursuit of a necessary and useful vocation, be subjected to a peril of life and limb as great as that of a soldier in time of war. Nearly 10,000 railway brakemen petitioned the commission, asking that steps might be taken looking to the use of automatic brakes and couplers on freight cars, and the state railroad commissioners, in their meeting here last March, adopted unanimously, upon the invitation of the interstate commerce com- mussion, s resolution urging the commission to consider what can be done to prevent the loss of life and limb in freight car coupling and un- coupling and in handling the brakes of such cars, It is an astounding fact that in 4 single year, or between June 30, 1887,and June 30, 1988, over 2,000 railway employes were killed in service and more than 20,000 injured. Surely this slaughter and wholesale maiming can be stopped bya little judicious and constitutional legislation, SEE ‘Two sisters who ought to dwell together in ‘nity—the neighbor commonwealths of Vir- ginia and Maryland—find themselves suddenly involved in a controversy growing out of the leasing of the Hog Island oyster flats in the Potomac river. Virginia, under a claim of Jurisdiction which M.ryland refuses to recog- nize, leased the beds to one Lewis, who has proceeded to drive off intruding Marylanders, and thus brings the two state governments into collision. The two governors have entered into correspondence and there must be a back down by one or the other, or a compromise be- tween them. There wasa time when such a commotion as has been raised over the Lewis ase would have been the forerunner of a real border war with plenty of violence and blood- shed.
