PER DIEM MEN WHO ARE PAID OUT OF SPECIFIC APPROPRIATIONS—THE PRACTICE OF THE COM- MISSIONERS—ITS DISCONTINUANCE WILL, IT 18 CLAIMED, BE COSTLY AND EMBARRASSING, The per diem employes of the District who are not provided for on the regular rolls, but who receive their compensation out of the dif- ferent appropriation bills for the District goy- ernment, are shaking in their shoes over the resolution of Senator Plumb, which passed the Senate on Thursday last, and which provides that the Commissioners furnish Congress with the names, date of employment, and com- pensation of all employes who are not paid out of funds appropriated for the i of such employment. There are a ge number of employes who will come under this head, and the list includes several chiefs of divisions whom Congress failed to provide for in the last appropriation bill, Recently there has been a growing sentiment among a vegan class of vase. in the District against the ment of employes outof specific appropriations, STREET IMPROVEMENTS AND PERMIT WORK. New Orteans, Dec. 7.—Last night about 11:15 all that was mortal of Jefferson Davis was carried from the Payne mansion to the city hall ina hearse. It was a weird and a solemn scene as at 10:55, hearing the low rumbling of wheels in the street, the afflicted widow of the great statesman took « last fare- well of his ashes. One kiss was imprinted on the pale cold lips and then she turned sorrow- fully away to the solitude of her own apart ment The door had scarcely closed behind ber when the undertaker entered the main hall, The hearse and two carriages were waiting at the door, First the magnificent floral offer- ings were transferred to the carriages and then the casket was carried to the hearse by the fol- lowing friends of the ex-president: E, H, Far- rar, Judge ©. AT THE CITY WALL, The route taken was out Ist street to St, Charles and down St, Charles to the city hall, where the remains of Mr. Davis will Le in state until next Wednesday. By the time the hearse reached the city hall the council chamber and the lobbies and corridors of the building were crowded with citizens, The council chamber was quickly cleared and a way opened for the ad- mission of the body. The hall was heavily draped in black, which was relieved with the red, white and blue of the stars and stripes. There Were also rich floral decorations everywhere, beside crossed swords and other military de- vices, Atthe head of the hall hung the por- trait ot the dead chieftain, richly festooned with crepe, thiough which sparkled incandes- cent sparks like tiny stars, ‘The catafalque was draped in plain black. THE STATESMAN’S COFFIN. The coffin was covered with black plush edged with broad black braid. The handles along the sides consisted of @ single square bar of silver on either side and across each wase short bar of gold. The top of the casket is cov- ered with ove sheet of heavy French plate glass, which extends its entire length and rests on the thick copper lining. The mterior of the casket is lined with white eatin and beneath it upon the catafalque is spread a thick Turkish rug of black hair. The body wascarried to the cate- faique by the the same gentlemen who placed it in the hearse, THE SCENE AROUND THE COFFIN, The casket has a silver plate upon which is the simple” inscription: “Jefferson Davis at rest,” with the date of death added, badges of the confederate associations, the flag of the Washington artillery carried through the war, and « bunch of wheat and a pair of crossed Spanish daggers, as the plant is termed, fastened together with purple ribbon, are the only other ornaments, he desks of the mayor audclerks have been covered over and turned into a plattorm, which is the receptacle for the floral offerings, The room is darkened and lit up by clusters of electric lights, this brilliancy beimg dimmed by the sable drapery. The noteworthy event this morning was a telegram sent by Mayor Shakespeare to Secre- tary of War Proctor officially notifying him of the death of ex-Secretary Davis and the date of the funeral, HALSTEAD'S COMMENTS. There is no reason why he should be dealt with in a spirit of vengeance, He is not as great a figure as if he had been killed when captured, It is well that his influence oe not been increased by making him martyr, We neither expect nor dees that the southern people should de- nounce him in his death, They will celebrate him with all the phrases of exaggerated senti- ment peculiar to their temperament and hsbite of expression, but they must feel that his de- parture will not be to their disadvantage. * * * The magnificence of the nation be sought to destroy is the reproach that overshadows the solemnity of the funeral. The glories of the flag he tried to humble will cast upon his grave @ cold shadow.
