An Incidental Discussion of the Republic of Brazil. The International American conference at yesterday afternoon's session commenced the discussion of the report of the com- mittee on rules. Before that had been proceeded with at any length the Brazilian delegates presented themselves with telegraphic credentials from the new republic. They were enthusiastically welcomed and Delegate John B. Henderson moved that the eonference formulate and send to the United States of Brazil its hearty congratula- tions and assurances of esteem. Objection was made to this by Senor Hurtado of the Colom- Dian delegation, on the ground thst he had not yet been informed as to whether Colombia had or bad not recognized the new republic. He | was in hearty sympathy with the motion ,he said, but he could not concur in such action as bad been d. Mc, Metinsen sade quite a lengthy speech in reply, but the conclusion arrived at by the conference was thatthe matter had better lie | on the tabie for awhile. | Discussion on the rules was then taken up end continued through the afternoon, but ouly slight progress was mad TALK ABOUT THE SENATE. Little Heard About Reorganization of the Offices—The Committees. Aside from the paragraphs now and then ! feen in the newspapers there appears to be | very little talk of a reorganization of the Offices of the Senate. It is difficult to tell what Senators are talking of privately, but there is | no surface indication of s contemplated re- organization. It is thought that there will not be any material change in the committee assignments | of the Senate. The resignation of Mr. Chase left vacant the chairmanship of the civil service and retreuchment committee. It may be that Mr. Dixon, his successor, will get that chair- manship, With eight Senators from the new states to provide for the memberships of some of the committees will have to be enlarged, and s chairmanship will probably have to be found for some one of them. The new Senators will naturally strive to get on committees hav- ing relation to some of the several subjects their states are interested in. Their assign- ment will be settled in caucus at the beginning of the session. LAWLESSNESS IN TEXAS. County Officials Charged With Defying U.S Courts and Murdering Prisoners. ‘The Attorney General has received a report from United States Attorney Marshall of the | northern district of Texas in regard to the dif- | fieulty of administering the federal laws in that | community in consequence of a feeling of hos- | tility on the part of certain state officials to- ward the federal offices. The trouble arose from the steps taken by federal ofticers for the protection of the four Marlowe brothers, who were held as government witnesses in certain suits, While they were being taken from the Graham jail to a safer one a mob assaulted the guard and killed two of the brothers. Among those who have since been indicted for com- plicity in this attack on government prisoners are two constables, the sheriff, a deputy sheriff, the county attorney and a son of the circuit judge. The district attorney says: ~The laws of the United States contemplate that the state will provide a suitable jail for the use of the courts of the Unitea States. The state, acting through its agency, the municipal government of Youn county. has failed to do this, but on the contrery its officers are in vio- lent antagonism to tue United States courts. They aid in escap +s andare charged with as- saulting and murde: ng United States prisoners, It seems to me that our dnty is plain. If Young county will not provide a jail of stone and mor- tar, iron and steel, we must furnish one of flesh and blood, nerve and sinew. If the processes of the courts of the state are prostituted to shield from prosecution those who defy the laws of tae United States, who with deadly weapons prowl in the night time on the high- way and murd-rand maim its manacled pris- ouers, our re -pect for such process ceases, We must consider alone the dignity of the court and the supremac,s of the of the United States. I do not see, therefore, how we can well avoid the necessity of armed men at Gra- ham during the session of the United States courts to assist in the transaction of its busi- ness and preserve the peace. The atmosphere of shotguns and six-shooters is not a proper one for any court tobe heldina sivilixed oome- try, much less one of the dignity of the court of the United States, It is to be hoped, there- fore, that Congress will do something for the relief of this district by removing the branch of the federal court at Graham to some more accessible point which will be more convenient for the public in these days of railw: and where the public business will not be embar- rassed and obstructed by a lawless element.” THE NEW NAVY. Estimates of the Chief Naval Con- structor—What has Been Done. The annual report of the chief constructor ofthe navy contains in the estimates for naval #ppropriations for the fiscal year ending June 90, 1891, the following items: For construction and repairs of vessels, $1,000,000; civil estab- lishment, $1,972.50; increase of the navy on account of hulls and outiits of new ships here- tofore authorized by Congress, $1,000,000; con- struction of one freight boat. $450,000; for con- struction of two tugs, 30.000. Commodore Wilson recommends the refittin: of the Boston yard and the League Island poe | with tools and appliances sufticient for the re- pair and construction of modern men-of-war, The plans of the armored cruiser monitor of 3,000 tons designed by Hon. Jno. R. Thomas are so far completed that the vessel can soon be advertised, GENERAL CONDITION OF THE NavY. Recapitulating the general condition of the navy, the commodore says: “The United States have at present four steel cruisers and a steel dispatch vessel in commission. The Balti- more, Vesuvius, Petrel and Charleston have had their trial trips and may be expected soon to take their places in the cruising Het. There are twenty-one wooden vessels and seven iron steamers still useful and serviceable. With the completion of the vessels now building and &ppropriated for the United States will possess ten armored vessels, thirteen single-turreted monitors, twenty-one steel cruisers or gun boats. two dynamite cruisers, a practice eruiser for cadets, an armored ram, one first-class tor- do boat and seven iron steamers. Ey Teachers in Session—Damage by Rains— Political Scramble—Society Notes. Correspondence of Tar EVEXING STAR. Frepericx, Mp., November 21. Over two hundred teachers are in attendance at the institute convened here yesterday. Mr. Samuel Dutrow, president of the board of county school commissioners, reported thirty- Seven new school houses built in the county within the past four years, four of them double. Two high schools have been established, one at Middletown and one at Frederick, and another for males will be established soon. In tne same time fourteen new school districts and nineteen teachers have been added, increasing expenses $5,000, and still there is a treasury surplus of about $3,000. A thousand persons attended last night's session and an interesting was rendered, “The Star Spangled Banner” was sung by a chorus of 150 voices. There were recitations, vocal and instrumental solos and other features, The institute will close tomorrow evening. The heavy rains that have prevailed for sev- eral weeks have done far more damage among the farmers than the floods of last June. The fall plowing has not been done and almost all the corn which is still in the fields has been basi ruined. The streams of the county are ail swollen and in some instances out of banks. Farmers generally have suffered heavy losses. The Baltimore and Ohio road has purchased alarge tp of ground at Berlin, this county, upon which to erect repair shops. Mrs. Sarah Devrier died Tuesday at her home in Freedom. aged eighty-seven years, She wa the widow of the late Saib Devrier and mother of Christian Devrier, president of the National bank of Baltimore. All that seemed serene and easy of adjust- ment in the matter of the distribution of oftices by the democratic leaders of Frederick county has suddenly been disturbed and there is a de- cided rutiling of the stream. The men who have entered the arena for the places at present make a formidable list. Dr, J. E. Stambaugh and Mr. Jno. A. Simpson want to be deputy sheriff; Geo. W. Strausberger, P. H. Griffith, Wm. Neigh- bors, Geo. H. Stull. Jno. W. Fleming, Jno. Diffen- dali, C. E. Mullen, Richard Haugan, Jno. C. Hagan, Henry Gonso, Christian Falk, Grafton Hammond, Wm. Welker, Wm. H. Cromwell, A. H. Hemp would like to fill the position of super- intendent of Montevue hospital; Adolphus Fear- brake, A. P. Works. A. L. Eades, A. L. Boteler, | Harry Quynn, Wm. E. church south at Gaithersburg was crowded last night by a large and fashionable audience to witness the marriage of William Carlisle, eldest son of Mr. David Carlisle, and Mamie, youngest daughter of Mr, Nathan Walker, all of Gaithersburg district, At 6:30 the bridal couple entered the church, preceded by four ushers—Frank Carliste, brother of the groom; John H. Nicholls, C. Brown of Brown- ingsville and Chas. Waters of Washington. The bridge was attired in a handsome gown of cream cloth and carried a bouquet of roses, The ceremony, by Rev. J.,D. Martin, took place under a beautiful bell of white chrysanthemums suspended from a floral arch, Miss Alice Walker rendered the wedding march in fine style. After the ceremony the friends and relatives of the bridal couple accompanied them to the residence of the groom's father, where a reception was held. Cards are out for the marriage on the 27th instant of Miss Bessie M. Snouffer of Gaithers- burg, this’ county, and Mr. H. B. Cramer of Frederick. Arather fatal disease has broken ont among the cattle in the vicinity of Darnestown, ‘The animals were offected with sore tongue, which afterward became raw; they lost hair and atter- ward the skin cracked, the blood oozing there- from. Messrs. Richard Walters, Erasmus Jones and others have lost a number of cattle. State Veterinarian Wrey has been sent for to inspect the infected animals, Bernard McMahon, formerly of the District of Columbia, died at his residence near Wash- ington Grove on Monday, aged sixty years. Union Thanksgiving services will be held in the Methodist church, this place, Jas. Clever Swindlers Caught—Kailroad Ac- cident—Local News. Hacexstows, Mp., November 21. Several Hagersiown business men have been cleverly duped by two sharpers who registered at the Hotel Hamilten ten days ago under the names of P. D. Mahoney and J. A, Whitman, Their game was that of inserting business cards at $5 each in what was represented to be the time table of the Shenandoah Valley rail- road, Having sold space to the amount of $160 the Star printing company was given the work. Securing a proof-sheet under the plea of making necessary corrections, they called on their “victims” and reported that several thousand of the “folders” had been printed and were ready for distribution, They in- formed the advertisers they ‘could have as many as they wished for their own use, and then blandly presented their bills, which were paid. aud on Wednesday evening they jumped the town. They were apprehend i at Cum- berland and will be brought here today, and as the grand jury is now in session they will be speedily brought to trial. Frederick A. Tasco of this city has filed a bill in equity for a divorce from his wife, George- anna Tasco, on the ground of adultery. Typhoid fever having broken out among the pupils of the Hagerstown female seminary the principal has closed the same for the present, and the scholars from a distance not afilicted with the fever have returned home, The newly organized Third Evangelical Lu- theran congregation and the Christ Reformed congregation are taking steps for the erection of church edifices. The former will located in whatis known as the “west end” of the town. A broken frog at state line derailed fourteen freight cars, several of which, with their con- tents, were demolished and the track torn up for a considerabie distance. B. F. Edward Canningham, a retired miilionaire merchant of Boston, was fatally shot yesterday afternoon by an Italian tramp. About 2 o'clock Mr. Cunningham, who lived in the suburbs of Milton, saw three Italians prowling about his grounds. One of them carried a gun. Cun- ning set a dog on m and the man with the gun shot the dog. ‘The men run and Mr. Cun- ningham pursued them. He overtook the man with the gan and demanded that he surrender, ‘The Italian drew a revolver and shot Cunning- bam through the body. Heeannot live.
