Sears, corps of engineers, U.S.A., assistant to the chief of engineers, has estab- lished bimselr at 1606 10th street northwest The Naval Establishments at Newport. Capt. R. L. Pythian, president of the board re- tently appointed to consider and report upon the question of consolidating the several naval establishments at Newport, has submitted the report of himself and colleagues to Secretary Tracy. The board recommends: That the $100,- 000 now appropriated for a war college build- ing on Goat Island be expended in erecting a building that may serve for the new school of application; that two small sailing vessels be built for tenders to the training ship New Hampshire at a cost of $60,000; that the gunnery ship Lancaster should be attached to the school f application; that there should be no further development of the manufacturing part of the torpedo station, and that the plant for the manufacture of gun cotton be removed to some more suitable place, because it would be very liable to destruction in case of war. THE CORPSE IN THE BARREL. He Was Probably the Murdered Son of Ex-Gov. Kemper of Virginia. A telegram to the New York Herald from 8t. Paul, Minn., November 9, says the mangled body found at Lake Johanna Yesterday in an old tar barrel, labeled “A Traitor,” is believed to be that of Charlies Kemper, a young man about twenty-three years of age, who disap- peared from St. Paul under mysterious circum- stances last June. The young man was a son of ex-Gov. Kemper, the first chief executive of Virginia after the war. He was sent to Minne- sota for bis heaith early in the spring and took Up apartments on his arrival here in a block ou Wabash street, opposite the capitol build- ing. He had plenty of money and did nothing fm particular but amuse himself at ball games and other open-air sports. He was of exem- platy hal habits and spent his evenings reading at is room and during his brief residence here he made many warm friends. He left the house for his customary walk one bright after- noon in June and was never again seen or heard of inSt. Paul. His room was left as though he intended to return shortly. The only ultimate theory regarding his mysterious disappearance was that he had been murdered, as he was known to have carried considerable sums of money on his person at all times. He was saig to have received a draft for 24,000 the day be- tore his disappearance. His Second ‘Disappearance. Rev. C. Hudson Smith, pastor of the Pilgrim eburch, Dorchester, Mass., whose mysterious disappearance last spring, subsequent Lo ery in San Francisco and return to bis pastor- ate in the fall formed a fruitful theme for gos- sip and wonderment, has again disappeared. Ou his return from San Francisco he spent a couple of months in the mountains ‘and. then resumed the duties of his pastorate about Sep- tember 16, being apparently in the best of health and spirits. Inger- GOVERNMENT FINANCES. United States Treasurer Huston’s Re- view of the Past Fiscal Year. United States Treasurer Huston’s annual re- Port to the Secretary of the Treasury character- izes the past fiscal year as a remarkable one in the history of the public finances, both the revenues and the expenditures having been exceeded but few times since the foundation of the government. Revenues amounted to $387,050,058 and expenditures to $299.288,978, inclusive of $17,292,362 paid in premiums on bonds purchased. The surplus revenues were $87,761,080, a decrease of $23,580,193 as com- pared with the year before, counting premiums on bonds as an ordinary expenditure. The re- ceipts on account of the public debt amounted to $245,111,350 and the expenditures to $336,- 214,775. The gold in the treasury in excess of certificates outstanding was $193,610,172 July 1, in 1888, and 186,257,490 on July 1, 1889, Not- withstanding the loss of gold, Loin in the ag- gregate and in the amount not covered by cer- tificates, amounting to nearly 4 per cent, the position of the treasury was seteg tenes | in every t save the amount reserves, The total assets of the liabilities and the re- serve all fell off about 14 per cent. At the be- giuuing of the year the free gold was $45,000,- and at the close $58,000,000 in excess of the demand liabilities, The changes that took place in the currency during the year were an increase of about ‘$34,000,000 in the stock of silver, a contraction of about $41,000,000 in the national bank circu- lation and a loss of $25,750,000 in gold. The total stock of gold, silver ‘and circulating notes Was $2,085,334.571 in 1888 and $2,099.965,718 in 1889, These figures, Treasurer Huston says, show that there had been an increase of the circulating medium, but the certificates of de- Posit, which are included, are merely reptesent- |" V atives of moneys in the treasury, and to count them with the coin and notes to which oar give title would be a duplication, If the; set aside and the actual moneys dispose fe cording to ownership the foregoing figures will be reduced to $1,698,904.649 for 1838 and $1,666,096,420 for 189%, making apparent a con- traction of about $33,000,000 in the total currency of the country, As the holdings of the currency decreased in the interval in the sum of $41,- 000,000 the circulation increased about $90,- 000,000, The public lost $13,000,000 in silver. The increase of circulation of silver certificates duriug the year was about $56,000,000, having kept pace with the rate for the previous years. Of this: sum $33,000,000 was in new issues and the remainder was taken from the cash in the treasury, The amount of public moneys held by depositary banks ran down from $58,712,511 to $47,259,714. The decrease of 241,000,000 in the national bank circulation was the largest that has taken place within any | one yeur since this currency was first issued, The report closes with some criticisms on the inferiority of the provisions for the safety of | the public funds and the conveniences for the | transaction of business, and certain recom- | mendations for r improvements in this respect, engiueer in charge of the survey for the pro- posed national road from the aqueduct bridge | to Mt. Vernon, will be ready soon after the | opening of Congress to submit to that body a large amount ‘of, information relative to that | project, the various possible routes, route and an estimate of the cost of buildin, the road. The field work has been complete: for some time and the office work is now in progress, including mapping and the prepa- ration of estimates. This work will be con- tinued during November, but, according to the report of operations for October, made to the chief of engineers, it is_ now approaching com- pletion. Of the $10,000 appropriated for the survey by the act approved February 23, 1889, the sum of $2,973.59 was still available at the end of the month, A Church Corner Stone Laid. The ceremony of laying the corner stone of Campbell A.M.E. church, in Hillsdale, D.C., which was prevented by the weather two weeks ago, was performed yesterday afternoon in the presence of a thousand people. Appropriate exercises were held by the society in Douglass hall at 11 a.m., and at 3 o'clock about 200 col- ored Odd Fellows in full regalia, preceded by the National band, marched over the Eastern branch bridge and led the way att Nichols avenue to the church site,near St. zabeth | asylum, where it played “Nearer, My God, to Thee.” Presiding Elder J. H ducted the church exercis id M.V.P. D. B. Webster, district master of District lodge, No. | 20, officiated for the Odd Fellows. Bishop Wayman assisted Rev. Johnson, and the pastor, Rev. O. B. Robinson, recited the history of his church, which has heretofore been known as | Mt. Zion, It was organized in 1867. The new edifice will cost $3,400, and with the quarter- acre lot the total expenses will be about $4,000. It was named in honor of Bishop Campbell. M.V.P. Charles H. Shorter was the orator for the order, and ex-Grand Director David War- ner pronounced the final benediction, the stone having been lowered to its position by District Master Webster. Many prominent colored divines and laymen were present. At the close of the services a liberal ec collection was raised. A Husband’s Suit for Divorce. Anthony Sciardi has, by J. G. Bigelow, filed a bill for divorce from Josephine Sciardi. He states that they were married April 25, 1881, by Rey. Father Tasso, defendant's name being Roche. and he charges that she, by her quar- relsome disposition, made his’ life miserable and finally, on May 21, 1886, deserted him, but he would not let her go oor and gave her all the money he th then had had—€550. Thirteen Crap P Players Fined. Saturday night about 9 o'clock Policemen Hicks, Redgrave and Slamter of the third pre- cinct surprised a party ofnegro “crap shoot- ers” in a house near 23d and M streets, When the officers appeared at the house the “crap shooters” made a bold break for liberty and in doing 80 broke doors, sash and furniture. The officers succeeded in arresting thirteen of the negroes. They registered as Ambrose Carter, Charles Thomas, Horace Diggs, Walley Hon- esty, William Harris, John Tyler, Ernest Har- ris, Thomas Fletcher, Edward Brown, Jobn Brown. The people of Silver Bow county tonight find themselves in a unique situation. This county is practically without officers. The proclamation of the President admitting Montana cancelled the commissions upgn which the old officers were elected, and the new officers have not yet been sworn in.
