Daniels agreed 10 poy Colvin Bo tor | shouted the bailiff. PREPARING FOR THE CONCLAVE. Decoration of the Masonic Temple and Atlantic Bufiding—Other Matters. At the meeting of the triennial committee Saturday evening a contract for decorating the Masonic temple inside and out and the exterior of the Atlantic building was authorized to be made with Mr. Aldridge of Brooklyn. The interior of the Masonic temple will be hand- somely decorated with silk and satin trimmings, bannerpts, armor, &c. Masonic emblems will predominate and all degrees and branches of the order will be represented, especial attention being given to make the Knight Templar designs the more prominent. The outside of the building will be decorated with flags and streamers, and the spaces between will be filled with shields and coats-of-arms of the ay ferent states and Masonic emblems. The ex- terior of the Atlantic building will be decorated in a similiar style, although in a leas elaborate way. The arrangements for the reception of the hts by the President at the White House October 9 and at Mrs, Logan's resi- dence, Calumet Place, on the following evening were completed. The grounds ut each place will be illuminated while the reception at each is in progress. Grand Commander Roome has invited Rev. A. Floridius Steele of this city, a member of Columbia commandery, to deliver the invoca- tion at the opening session of the Grand en- campment at Masonic temple. Grand Chaplain Hall is out of the country and will not return in time for the conclave. General Grand High Priest Noble D. Larner of the general grand chapter of the United States will be invited to accompany Gen. A BIG BATCH OF PRISONERS. Judge Miller Has a Busy Day on His Return to the Police Court. “Forty-four prisoners in the dock, with Georgetown to hear from,” said the bailiff this morning when the clerk took his seat in the Police Court. There was a large crowd of policemen, visitors and witnesses in and about the building. A minute or two later the hod carriers cane along in procession on the way to their picnic. A brass band headed the pro- cession, The music was a better attraction than the court and the room was cleared in about a minute. Judge Miller, who has re- turned from his summer vacation, soon ap- peared and entered upon a hard day's work. The Orient Club Reorganizes and Pre- pares For the Fall Work. An enthusiastic meeting of the Orient foot ball club of Capitol Hill was heid Saturday even- ing. Three new members were elected and ar- rangements were made to commence training immediately. They will play on the same grounds as they did last year, The grounds have been considerably improved. Mr. Newton’s Re-election, At the seventh regular session of the Su- preme Council, Order of Chosen Friends, held at Minneapolis, Minn., Mr. W. J. Newton of this city was re-elected supreme treasurer. The Hebrews of Washington Hojd Memortal Services in His Honor. The synagogue last evening by the friends and admirers of late Representative Cox who held in grateful Hebrews. Henry King, jr., Philip Keyser, the vice president of the con- gregation, sat with him in the pulpit. Rabbi Stein took part in the services, Mr. Simon Wolf delivered a which was at once just and ay iative. He spoke of Mr. Cox's efforts in Sehalf of the oppressed Jews of Ger- mapy and Roumania and of that traitin his character which led him to take the part of the weak and oppressed. In reply to an inquiry on the subject of the late electric light injunction Commissioner Douglass said today that the Commissioners: will always be found obeying the law, whether statatory or by judicial construction. The dig- ging up of the streets, he said, was only an in- cidental matter. It is with lights as with other public improvements, bridges, &c., says Dillon on municipal Corporation, page 679, volume 2. The same principle, the commissioner said, was laid down some years ago in relation to express owers granted by the Constitution of the Enited States, The Supreme Court held that in the enforcement of these powers all the in- cidental powers necessary to carry out the former were to be legally inferred. This, he continued, is but the common sense rule of life, that if you employ a carpenter he must have the tools to work with. ——-—____ The Homing Pigeon Race. A movement has been begun for the estab- lishment of a national bank on Pennsylvania avenue somewhere above 18th street. The Farmers and Mechanics bank of Georgetown is the only banking institution now west of 1th street, and it is thought that there isa need for a bank in that section of the city. No organization hus been effected as yet, but there are a number of prominent citizens who have the matter under advisement, and it is expected that some definite results will be reached in the course of a few weeks. sho citescala Reported for THE EVENING StaB. County Orricrrs.—Alexandria county is, it is believed, making more progress than any county in Virginia. The clerk of the county, Mr. H. H. Young, has just sent his report for the tax year to the Richmond authorities, ‘The land sales of the county have exceeded in number those of any previous year and over three hundred deeds have been put on record during that time. Higher prices have been paid for farms there than during any pre- vious period since the war. The roads have been greatly improved and several new bridges have been built. George Elliott, yesterday delivered a historical sermon in which he touched upon interesting points connected with the past of Foundry church. He said that the church was established by Henry Foxhall, an Englishman, who had a cannon foundry just west of Georgetown which was not destroyed when the British invaded the District in 1814 and burned the public buildings.
