HOW THE STRIKE WAS ENDED. Three Things That Helped the Dockers to Gain a Victory. Special Cable Dispatch to Tue Evenrxo Stan. Loxpow, Sept. 14.—The strike is now all but over. The formal settlement waits only for the concurrence of the Surrey commercial dock company and the lightermen, as the joint dock committee refuses to sign the agree- ment until every interest involved agrees and simultaneous resumption of work all along the line is thus secured. The Surrey company and the lightermen are expected to settle to- day. The dockers will thus gain all their demands, except that the increased pay is to wait till November. THE STIRKERS WERE HELPED. The dock directors began by declaring all these demands impossible. Their defeat has been due mainly to three things, first, the self- control of the strikers. The directors counted on violence and police interfering to end the strike. Secondly, financial aid obtained by the strikers, The Australian subsidies were espe- cially unexpected. Even now the strikers have ample tun on hand. Thirdly, public sympathy with the strikers, as evi- denced by the intervention of er deaper Manning, the lord mayor and the bisho; London. Then it may be asked why the stri tras consented to wait till November for the better pay. The answer is that the strike was begin- ning to crumble away. The strikers’ funds were enough to keep them alive, but not to | feed the woman and children. Burns indi- rectly admitted this when he said yesterday they had the directors down, but for the sak of their wives and children should forbear jumping on their chest, THE CARDINAL AND THE LORD MAYOR. The credit for terminating the strike is due to Cardinal Manning and the lord mayor. Car- dinal Manning, in spite of his eighty years, has been io and bas been on the spot throughout. The lord mayor, as a business man, has carried great weight with the direct- ors. His great contribution to the settlement been in getting the strikers to see the unfairness of expecting the directors to revise rates immediately when they have outstanding contracts on the old scale. I have just left the lord mayor. He tells me that be suggested December to the dockers and November 1 to the directors, hoping as has actually happened, that some mean between | the two dates would be accepted. Curcaso, Sept. 14—A Tribune special from Indianapolis says: A personal friend of Corp'l Tanner received yesterday a letter from the ex- commissioner of pensions in which that gen- tleman plainly states that his resignation was not sent to President Harrison until after it had been asked for or “demanded” as the corporal bluntly puts it, He says that the President @ent Marshal Dan Ransdell to him with authority to say that inasmuch as an in- vestigation of the pension office bad shown that several thousand more pensions had been granted by Tanner than during the correspond- ing period of Commissioner k administration he considered that the pension office had been mismanaged and | that the success of President Harrison's admin- istration demanded the immediate retirement of Tanner.
