Two Army Surgeons to Report on the Mental Condition of Capt. Armes. Next Tuesday morning Capt. Geo. A. Symons Doubts Whether it Will be Finished Before the Big Parade. “Things are looking very blue this morn- ing.” said Capt. Symons, speaking to a Star reporter of the chances of completing the ave- nue pavement in time for the Knights Templar parade in October, “and unless this bad weather holds up I have my doubts of its being completed ou time. You see,” he continued, “it isimpossible to lay the pavement unless the foundation is perfectly dry, as the water under it would tend to rot the asphalt. While I consider that this weather has given the work # black eye, everything may yet be well, pro- vided the elements are with us,” MAJOR CRANFORD SAYS IT DEPENDS ON THE WEATHER. Major Cranford was seen at the District buildings this moriing. A two-story frame dwelling house in Virginia on the new road from Georgetown to Falls Church and situated about a mile above the free bridge was burned last night shortly before miduight, and the reflected light on the low- flying rain clouds illuminated this city for an hour or more. The house was owned by the Domestic sewing-machine company and occu- ied by Mr. Kichard B. Burr, It was totally lestroyed, together with the furniture and a LIGHTING THE CITY. ELECTRIC LIGHTS, GAS LAMPS AND OTL LAMPS— SHADE TREES WHICH OBSTRUCT THE LIQHT— RECOMMENDATIONS AS TO STREET LIGHTING— ESTIMATES FOB THE NEXT FISCAL YEAR. ‘The annual report of the superintendent of lamps, Mr. Harrison, has been submitted to the Engineer Commissioner. The receipts from all sources on account of street lighting amounted to $136,961.32 and the expenditures to $136,294.41. During the year 372 new gas lamps were erected at a cost of $3,024.84 The lamps erected in the different sections were as follows: Northwest, 171; northeast, 61; southeast, 10; southwest, 67; Georgetown, 14; suburban roads and streets, 49, OIL LAMPS FOR ALLEYS. The report says that the experiment of light- ing streets, alleys andeuburban roads in which gas mains have not been laid with oil lamps has been tried during the year with the most gratifying success, One hundred and ninety oil lamps were erected and maintained under a contract with tho Wheeler reflector light company and have [Shoe entire satisfaction, and applications have nm made for their introduction in other sec- bor of the District still nnsupplied with gas. During the summer season the density of the shade trees interferes very seriously with the street lamps at all times, but ifa storm arises suddenly during the hours in which the moon is relied on for light the streets are left in utter darkness. Frequent complaints are made by citizens of this evil, but. under the circum- stances, no improvement can be made. RECOMMENDATIONS. Mr. Harrison says that it seems to him that the District government should have some power to compel the gas companies to lay mains on such streets as it may desire to im- prove and ee and also control the size of such mains. He says, further, that there are many streets on which the pub- lic lamps have been located at too great dis- tance from each other and this evil should be remedied by a rearrangement of the lamps. The rapid growth br the city and the exten- sion of suburban roads will require the erec- tion of a much larger number of lamps durin; the fiscal year 1890-1891 than ever before an the oes estimates are based upon such contemplated increase and present contract prices for materials: THE ESTIMATES, Maintenance of 5,600 street lamps, $112,000; maintenance of 600 new street lamps, $9,000; purchase of 600 lamp posts, $3,600; purchase of lanterns, $2.500; erection of lamp posts, gas and oil, $3,000; painting lamp posts and lanterns and the purchase of street designa- tions, $1.500. Total, $131,600. In conclusion he says that the number of electric lights contracted for for the year 1859-90 is 151. In consequence of an error in engrossing the appropriation bill it was neces- sary to cut off thirteen lights on E street, 10th street west, 13th street west and 32d street west, in order to relight part of the electric lights on the ath side of Pennsylvania avenue between lst 1d 15th. Should these lights be again started, with nine still unlighted on the south side of Pennsylvania avenue between Ist and 15th streets, the number of lights to be provided for in 1890 and 1891 will be 203.
