4 THE EVENING STAR. WASHINGTON: FRrpaY... September 13, 1988, CROSBY S. NOYES... MAAS SCHOOL HOES. THE EVENING STAR bas the fullest Local Circulation efany Newspaper in the Word, and as an Advertising Medium is worth more thas all the ether papers publiened im Washington. —— New York Office: Room 03, Tribune Building, —————— Advertisements intended for tomorrow's Great 12-page Saturday issue of Taz STB should be handed in as early in the day as pos- sible. Unless this be done it may not be prac- ticable to arrange and classify them properly, which so greatly adds to the value of a busi- ness announcement in a largely used and widely circulated newspaper. ‘The National Woman's Christian Temperance Union, which holds its sixteenth annual con- vention in Chicago from the 8th to the 12th of November, is an organization probably unique in history. It is composed wholly of women. Ithas nothing to do with politics, exceptas all social reforms are in their broader sense politi- eal The two words “Christian” and ‘‘Temper- ance” in its title indicate the special lines of work within which it exerts ite energies, In the ramifications of these it touches even such subjects as public sanitation and private hygiene, on the theory that right conditions of physical life make the best basis for moral development. ‘otal abstinence from traffic in, or consumption of, alccholic stimulants is a cardinal principle of the society;and other de- partments of domestic morala receive a large share of its attention in every community where it maintains a branch. Although sometimes eharged with too radical notions of reform, aud occasionally erring on the side of haste in scrutinizing laws and pushing measures of im- portance, the influence of the Union is whole- some, and every good citizen can afford to en- courage its work with his countenance, and, where desired, with financialaid, An organiza- tion which, even at theend of sixteen years, has by its own efforts built up a system of ten thousand local auxiliary branches, spread a net- work of juvenile societies over the territory from Tampa Bay to Puget Sound, established a publishing house with an annual issue of sixty million pages and a newspaper organ of sixty thousand circulation, challenges universal re- spect for the business ability and furce of char- acter of the women who have had charge of its fortunes. eo Lieut. Everett Hayden makes a strong plea, in his pamphlet on “Tropical Cyclones,” for a thorough system of telegraphic weather re- ports from the West Indies and Windward Islands, on the ground that the storms which play such hayoe with shipping there could be prevented from spreading their damage along our.own coasts by enabling mariners to get out of their track. The causes and habits of such disturbances he considers to be well enough known now to make a pretty fair diagnosis possible; so that a shipmaster well equipped for his work would be able, in the majority of instances, after receiving certain warnings, to avoid the path of the whirlwind, or to sail into some sheltered place where he could afford to stand still and let it pass over him. Its use by Mr. Cleveland as a rich tid-bit for the enjoyment of the colored voter at large bas attached to it the character of political pap-dish, and brings it naturally to the front when some palatable morsel is pro- pose | to tickle the palate and soften the re- sent nent of another class of voters, But, hap- pily for the District, the President is resolved, it is understood, that this local office, sustained entirely by the fees of property owners in the District, shall cesse to be used asa political bribe to classes of voters and shall be admin- istered by a citizen of the District. What tho pledges of the party platform and the home- rule principle suggest in the matter that, it is believed, the President will do. oo Avery good suggestion is that called forth by the recent storm on our Atlantic coast, to the effect that American ocean travelers, who invariably make some benevolent contribution tothe fund of a sailors’ charity, should spend some of their money at least upon the Ameri- can life-saving service, instead of throwing it all into the treasuries of British institutions. Certainly no men deserve more admiration for their courage and devotion to duty than the humble corps who patrol the American coast, only fairly fitted out with appliances for their work, ill-paid, and seldom heard of. In such emergencies as the reeent prolonged storm their hercism has been put to the severest test, with « result wholly honorable to them. —————— ‘The local fight between gas and the incandes- cent light goes merrily on, and the public de- rives considerable useful information from the jposure by each of the other's It is claimed in behalf of gas that the ineandes- cent light is not “ijluminating material” and cannot, therefore, under the law be substituted for gas, The public will find as much difficulty in viewing the undemonstrative, feeble-rayed gaslight of Washington as “illuminating” as in prououncing immaterial electri a “mate- rial” It would be unfortunate if legal discus- sion should develop the fact that neither form of lighting can be employed in strict accord- ance with the requirement that an “illuminat- ing material” shall be used, ——<—— The shortest political platform on record is the single sentence, “I am a democrat;” and the two distinguished public men who stand on itare John Lawrence Sullivan and David Ben- nett Hill. ee An Illinois watch company has decided to call in the services of an assignee in order to adjust its relations with debtors and creditors, but announces that there is no intention of winding up ite affairs.
