The first effect of raising the cost of a license from $50 to $500, as was the case in most of the larger cities, or to 8300 in the smaller ones and $150 in boroughs, and of the requirement that the bondsmen of nou dramseller shall be themselves engaged in the mapufactaue of liquors, was to cut down the number of licenses, In nine populous counties not one was issued, and in three others only a very few. The number in the whole state de- clined from 14,553 to 7,724. But in spite of this the revenue from licenses nearly doubled in one year. In Philadelphia the number of licenses fell off in the same period more than rs, In Allegheny county, where Pittsburg and Allegheny are both situated, there are only about one-tenth as many retail licenses in force now as two years ago. The effect of the change has been scarcely Jess striking in other directions. The bar-room, strictly so-called, has disappeared, The limi- tation of licenses to those houses of refresh- ment which seemed to be needed in any com- munity has operated to throw the liquor busi- ness into the hands of the restaurants, where spirits, wineand beer are furnished like any other form of sustenance. As regards the in- fluence of the law for or against popular habits of temperance, there is a wide difference of opinion, The statistics of the police courts in Philadelphia, for instance, show a heavy de- cline in the aggregate of arrests and commit- ments for drunkenness, while in Pittsburg there has been an increase sufficient to offset this. The discrepancy is ina great measure explained, probably, by the fact that the police force in the latter city has been lately strength- ened and a patrol system instituted, making it easier for the officers to do their duty and run in drunken men and women. Another thing which operates to Pittsburg’s detriment is that it has fallen under control of a law and order association which has made war Upon every species of activity and amusement on Sunday. When left with an idle day on their hands and with no places of rational enter- tainment to go to, many persons lay in a supply of liquor or beer on Saturday night and carry it home for convivial purposes, Their friends drop in on them the next day and hospitality demands that nothing shall be left when bed- time arrives. The result ean easily be fore- seen. Moreover, ina community of working people, crowded together in close and not especially cleanly neighborhoods, the facilities for carrying on a secret and unlicensed busi- hess are very great. The illicit dives, which are known as “speak-easies,” do a flourishing business till the police pounce upon them, and add their full share to the city’s quota of drunkenness becaase run by men with no scruples as to the amount to be consumed by any one customer, Owing to conflicting decisions by the various courts which have had phases of the Brooks law before them for adjudication, the present condition of things is not wholly satisfactory. It is, however, generally admitted to be far in advance of the slack system, or lack of system, which preceded it, The vote of last month conclusively proved that Pennsylvania will have nothing to do with constitutional pro- hibition. It is therefore evident that, by the Patient application of amendments here and there the high-license law must be made the basis of ail future work for temperance and good order in the etate. re In more than one American city the idea is gaining favor with the authorities of sprinkling large gatherings of men with policemen in Citizen's dress instead of in uniform. It is thought that the suspicion which every person in the crowd will then entertain of his neigh- bor must have a salutary effect, for he will feel that at any moment he may be seized and car- Tied off if he does not behave himself properly. There may be some force in this notion, but it is rather too much like the secret police methods of the old wor!d tosuit the popular taste very well here. Suspicion of one’s neighbors is some- thing we have never tried to cultivate in Amer- ica. On the contrary, we have rather prided Ourseives on the general orderliness and good mature of our crowds, and on the wonderful influcace of a few blue coats with brass buttons stationed here and there; at once a sign of the government's protection for respectable people and a warning of what isin store for those of the opposite sort. $$$ How many young bloods among onr amateur yachtsmen would have had the hardihood to confess, as Lord Dunraven has, that he cannot afford to race for alarge sum? The tempta- tion to appear to be indifferent to money con- sideratious, and leave your neighbors to won- der where you expect to get the means of meet- ing your obligations, is very strong with some ™meu; and those who can least afford to trifie with a hundred dollars are apt to talk most glibly about risking thousands. If the many young Americans who admire whatever is British would only take pattern from a really good model like that which Dunraven’s candid statement has furnished, they would stand higher in other people’s esteem if not in their own. So Governor Lowry is retrieving, as far as may be, the ground he lost in popular esteem by his failure to prevent @ flauntingly advertised prize-fight in Mississippi. He would have done better, however, if he had acted promptly enough to check the movements of the pugilists in Louisiana immediately after the fight. As speedy work there as he has since done at points further north would have accomplished the end desired.
