The President Advises Him to Drink Just Enough, but Not Too Mach. From Harper’s Weekly. Among the inmates of the National sol- diers’ home, at Togus, Me., is Richard Row- ley, who was captain of the guns on the Kearsarge when she sunk the Alabama, off the harbor of Cherbourg, France, and per- formed an act of bravery which probably saved his ship and her crew. The battle bad raged for over an hour and a half, when a 100-pound rifle shell from the Alabama struck the gun which Rowley was sighting and fellon the deck, with the fuse still burn- ing. In an instant Rowley picked it up and threw it into the sea, where it exploded just as it touched the water. The sailor's beard and mustache were burned off by the fuse, but he stepped back to his gun and sent a shot into the sinking Alabama, Captain Winslow at once gave the order to man the rigging and give three cheers for Quartermaster Rowley. The latter was greatly lionized after his return to this cguntry. Congress voted him a gold medal, he received other valuable gifts, and President Lincoln personally thanke: him. For several days before his interview with the President Rowley had accepted fre frequent invi- tations to dru champagne, an | aged showed the effects. Theodore Roosevelt, the young member of the civil service commission, was in Milwaukee and has gone again. When the commission went to Schlitz’s park Mr. Roosevelt declined to go into the theater, saying that he would give more for five minutes under the trees than a whole evening of grand opera. So they sat down and talked of literature while drink- ing lager beer. “Do you know,” said Mr. Roosevelt, holding up glass and looking through the amber- hued guid, « “that there is nota thought in a hogshead of beer; that there i is not an idea ina whole brewery? It is understood that Kunze has told the police all he knows about the affair and confesses that he drove Detective Coughlin to the Carlson cottage on the night of May 4, the horse and wagon used being the property of P.
