WESTERN MARYLAND. Crops of Washington County Ruined by Water—The News in Hagerstown. Correspondence of Tas Eventve Star. Hacerstows, June 21, 1889. Sadness is depicted upon the faces of the farmers of Washington county. A month ago the prospects of the wheat crop indicated the largest yield known. Now. however, all is ehanged, and in a majority of the twenty-three districts embracing this county the outlook points toa yield far below the average. This is the result of the recent floods and the con- tinued rains and rep d storms which have ebaracterized this month. June, 1889, will go down in history as the most unpropitious month for the farmer in the recollection of the oldest resident. In many places the wheat is down and hopelessly tangled. Black rust is evalent and the heads are not filled. The avy rains while the wheat was in blossom washed off the pollen —the fructifying principle | of the grain. A handful of wheat-heads gath- ered by Tae Stan's correspondent at random— not selected—from « ficld near Hagerstown looked as though they had been blasted. ome were dried, withered, and totally desti- tute of grain; others had a pale, unhealthy yt and were imperfectly filled. ‘THE TAX LEVY. The city council of Hagerstown has made the tax levy for the ensuing year, placing the rate at44cents on the hundred dollars, one cent Jess than last 5 The assessable basis of the city is about 23.415,000, an increase over last year of $54.000. Compared with last year's sis there is an increase of $106,000 ia the yalue of town property and a reduction of $52,000 on stocks, giving the net increase as stated above. A STRANGE FATALITY seems to attend the family of Frank T. Kep- linger, of Sharpsburg. this county, who was killed last week by an engine on the Baltimore and Ohio raijroad. Shortly after the war his father. was killed by a shell which he had Picked upon the Antictam battie-field, and which exploded while he was attempting to unload it. More recently his brother met his death in a railroad accident. Too MUCH WATER FOR HIM. Disheartened from the effects of the recent flood Capt. Geo. W. Contracts For Rebuil Bridges— State Military Encampment—Personal. Correspondence of Tar EVENING Stan. Frepenick, Mp., June 20. Greatly to the surprise of many, the board of county commissioners, at a late hour yester- day, made the final awards of the contracts for the rebuilding of seven of the county bridges across the Monocacy river that were swept away by the recent flood. Messrs. Buckey & Friestone, of Frederick, whose bids were the lowest, but who failed to comply with the rule calling for the filing of a thousand-dollar check with the bid, withdrew their figures, and were therefore not considered by the board. All the new bridges are to be of iron, and it is the purpose to have them completed by next Octo- ber, if possible. They are as follows: Bridge over the Monocacy, near Ceresville, two spans, 157 feet in length each, 22-foot roadway, by the Smith bridge company, Toledo, Ohio, for 11,200; bridge on the Georgetown pike, near Frederick junction, two spans of 150 feet each in length, 22-foot roadway, by the King bridge company, Cleveland, Ohio, for $10,780; bridge near Buckeystown. two spans of 137 feet each in length, 16-foot roadway, by the Canton bridge company, Canton, Ohio, for #7,500; bridge at Shell's fording, two spans, 148 feet each in length, 16-foot roadway, by the Columbia bridge company, Dayton, Ohio, $9,060: bridge at Greenfield mills, two spans of 130 feet each in length, 16-foot roadway, by Dean & Wearbrook, New York city, for $7,100; bridge near Creagerstown, two spans of 128 feet each in length. 16-foot roadway, by the King bridge company, Cleveland, Ohio, for $6,870; bridge at Miller's, two spans of 107 feet each in length, 16-foot roadway, by the Groton bridge company, Groton, N. Y., for $14,370. ‘The con- tracts tor the mason work on the bridges have been awarded mainly to Frederick mechanics. The latter work will cost, in tne aggregate, about $20,000, This will make the total cost of the new bridges about $75,000. The commis- sioners have as yet devised no definite means for raising the necessary money. MILITARY ENCAMPMENT. The next annual encampment of the Mary- land colored troops will be held at Frederick junction, 3 miles from this city, from July 27 to August 2, immediately succeeding the ten days’ encampment at the same place of the white troops. The first named camp will be composed of the Baltimore Rifles. Capt. Geo. M. Matthews; the Monumental City Guards, capt. Wm. R. Spencer, and the Allegheny County Guards, of Cumberland, Capt. Frank Barges Capt. Robt. P. Brown, of company C, Fitth Maryland regiment, will’ command the camp. Erig.-Gen. Brown. commanding the brigade, will assume general charge of. the movements of the troops. The camp of the white troops is expected to number about 2,000 men. Gov. Jackson and his staff and the offi- cers of the camp will be publicly entertained here. The field selected as the site of the camp is the same whereon was fought the memorable battle of Monocacy, July 9-11, 1864. ‘WOMEN’S MISSION WORK. An interesting meeting of the Women’s Home and Foreign Missionary society of the Evange- liecal Lutheran church here was held Tuesday night. Mrs. Luther Kuhlman read a report of the recent state convention in Baltimore, to which she was delegate. Mrs, Dr. J. A. Gar- rett read a paper on Africa and the mission work that is being done there. Mrs. Eader read a paper by Rev. D. ‘ life of women in Africa, and Miss Nannie Routzahn gave an account of the destruction that is being wrought by the importation of rum in Africa, NE RESIGNED. Abont a month ago J. H. Cover, of Mechanics- town, this county, was appointed, through the influence of Congressman McComas, toa $900 place in the mail bag repairing department at Washington. He tried the work for a week or so, resigned and has come home to take up his former occupation. This is believed to be the first instance ot the kind in the career of a Frederick county office-holder. COMMENCEMENT NOTES.
