The Star Out of Town Tae Evexixa Stas will be sent by mail to any address in the United States or Canada fur such period as may be desired, at the rate of fifty cents per month, GF But all auch orders must be accompanied by the money, or the paper cannot be sent, as no accounts are kept with mail subscriptions. eg The stockholders of the canal, in their meet- ing at Annapolis, showed their strong desire to bring about the repair of the canal, and their utter helplessness to accomplish this work of themselves, The value of the proposed issue of repair bonds, as a means of relief, depends Upon the favorable sale of the bonds, and such sale depends upon the character of the security which can be offered to purchasers. If prior bondholders can be made to see that it is to their interest to waive their liens in favor of the new bonds the plan will probably work. The difficulty to be met is the objection of those whose interests would prompt them to supply the funds for the work of repair by buying the bonds, if the work which their money accomplishes falls immedi- ately under heavy prior liens and is liable to be sold at once to satisfy such liens, leaving their own advances without any security what- soever. The repair bonds of 1878 cannot be foreclosed without the consent of the Balti- more and Ohio railroad which holds a majority of the bonds, and new repair bonds cannot well be floated unless the prior lien of the 1878 bonds is waived. The interesting question is whether or not the Baltimore and Obio railroad will play the part of obstructive selfishness, neither foreclosing nor waiving its lien, neither itself repairing the canal nor substituting s railroad for it, nor permitting anybody else to do so. a The electric companies, whose employes tell wonderful stories of harmless shocks received from the corporation currents, are much wor- ried lest electricity shall be found ineffective to kill in the execution of criminals. But when the current has reached a certain strength it has proved invariably fatal to the unfortunate Person, not connected with the electric com- pany, who has accidentally received the shock, and there is no reason to believe that the result would have been different if the current had been intentionally applied to the victim. The public is not likely to share the fear that the ordinary individual, not eim- ployed by a corporation which resents the im- putation that its wires are deadly and needs evidence that they are harmless, will be able to Feport that he is proof against an electric light current, for instance. The fact that the mar- velous cases of resistance to powerful currents of electricity are developed exclusively in the employes of electric companies, cartries with it, however, a threatening suggestion. If the evidence in such cases 1s reliable, the use of electricity for the inflic- tion of capital punishment would be open to the objection that it would create a privileged class who from their ability to defy the lightaing could not be injured by the official executioner, and would tend to drive murderers for protection into this line of employment. ‘Benefit of electric companies’ employes” would save a murderer from capital punishment as a substitute for the old ‘benefit ofclergy.” Such acondition of affairs could not, of course, be endured. oo The offer of the Philadelphia banks to sd- vance the million dollars which Pennsylvania needs toclear away nuisances at Johnstown removes the last ground of criticism against the wise scheme of relief which has been planned. No money will be drawn from the state treasury in advance of express authority, the heavy expenses of an extra session of the legislature will be saved, and that body when it meets will to s certainty reimburse the bankers. By this arrangement the state will be enabled to perform at once its proper work in clearing the obstructed streams and abating nuisances, and the contributionsof the chari- table outside of the state may be devoted as in- tended to the relief of personal suffering. or ‘The people in Illinois and elsewhere who are persecuting Mormon missionaries for no better reason than that a degenerate arm of the Mormon church practices polygamy, would do well to restrain their ardor. It was the Nauvoo struggle that sent the Mormons on their march across the plains and raised them from an in- significant handful of poor men and women to a rich and powerful church with an elaborate Political system behind it. Outside of the practice of polygamy, which is contrary to the laws of the United States, the Mormons are on an equal footing of respectability with the rest of mankind. A creed, however unsound, with such a history as theirs has behind it thrives on persecution. It can be successfully fought only by reason and fair treatment, its opponents overcoming bad ideas with good ones, Even the illegal practices of the Mormons will be best punished and abolished *through legal means, and certainly no belief is ever crushed by lawless violence. —— Public interest {s identical with newspaper interest, and newspaper interest is fickle. Few days have passed since Oklahoma revelled in columns of Rewspaper attention. But who is so behind the times as to write of Oklahoma Row? Forsshort period flood disasters mo- nopolized attention. Already public interest in the matter begins to flag and the columns of Rewspaper space devoted to it begin to dwin- dle. What will be the next three days’, seven ays’ or nine days’ wonder to fix the attention of the public and utilize the display headg and crowd the columns of the newspapers? ——— + For mercy’s sake let something be done to avert the threatened clash of charity and pol- ities in Pennsylvania. The anti-Quay men, it seems, are alarmed at the prospect that Gov. Beaver may so handle the money for the res- toration of the Conemaugh valley as to strengthen Mr. Quay’s influence in the western Part of the state, where Mr. Magee has his home and is supposed to exercise his functions of partisan leadership. If anything could dry ‘ap the waters of compassion in the breasts of the generous givers of America and puta check upons liberal outpouring in future emergencies, it would be a quarrel at just this fancture over the spoils of flood fund. Let it stop bow! There is some ingenuity, whether much prac- tical sense or not, in the storm theory put forth by a railroad exper’, who takes the thirty thousand locomotive engines in North America as a basis and calculates that they send forth seven billion cubic yards of steam every day. Adding to these figures the seventy billion cubic yards of steam dis- charged by other non-condensing engines, we have a prodigious volume of aqueous vapor which must presently condense and fall back Upon the earth in the form of rain.
