The Public Printer Answers Some Ques- tions of Employes. A committee from the bindery at the govern- ment printing office public printer yesterda a number of ques- tie m Wi to the regulations governing les The questions wer issued. considered by the public | printer and Mr. Lasier, the chief time clerk. Yesterday afternoon the public printer replied | im writing to the interrogatories, which were as follows: (1) When under the provisions of section 2 ef the regulations a person loses time on account of the causes stated in said section. will he paid at the next regular pay-day or at some future time? 4 person who has been employed in the government printing office a year prior to the passage © thirty-day law tmmediately become a beneficiary of it, or does such person have to be in the service a year after the act before the thirty days becomes ilabl (3) Does the phrase “unused leaves of absence” mean leave that hay been applied for and refused, or does it mean a person may take his leave or not, as he desires? (4) Under the regulations of the printer a number of persons lost tim ing to be paid ou what was pro-rata role. Is it the intention of the prese wablic printer to pay these persons in the ue: tare. or will that time go over as ‘unused leaves” to be ed after July 12 ‘The public printer replied to the interrog- atories as follows: The second regulation is designed solely to Meet necessitous cases of sickne The public printer realized that during any prolonged sickness extraordinary expenses naturally are incurred, and the design of the regulation was to enable settlement of accrued absence pay. It is not the intention to allow for sick leaves unless it be clearly shown that the sickness has been of not less than a week's duration, except in extraordi emergencies. For this reason the regulation permits a certain discretionary power, and the employes “may receive the proper credit.” : . As soon as the employe makes his applica- tion for sick leave in due form, and has the same approved as provided in the regulation, payment will be made. The controller, under date of May 19, 1889, advises the public printer that the act ap- roved August 1, 1888, is not retroactive: fence the employe in the service one year prior to that date would receive but fifteen days’ leave, and after August 1, 1853, after on service, would receive acredit of two-and days for each month's service. Unused leaves of absence” implies all of the time earned under the laws remaining to the employe’s credit on the 30th of June proximo. Under the present regulations the pro rata roll, so-called, is abolished, with the reserva- tions provided im the Ist and 2d regulations. eaves of absence not taken prior to July 1 unless reserved as provided in the 4th regul. tion, will be settle« cisions of the contro! To the Editor of Tax Evxsixe Stan The Metropolitan street railroad passes from Lincoln park, on Capitol Hill, to the west Doundary of Georgetown. through the most | beautiful and interesting parts of the city, wnd as the summer advances their open | ears are eagerly sought, not only for | everyday transportation, but by thousands of fadies, nurses and children as a ch and pleasant morning or evening airing. ‘These cars are clean and comfortable, having a | sufficient passage-way down the center and ample platforms front and rear, with low steps | for ingress and egress. The port side of cach car is provided with side-rails of convenient | height for the arm and back, placed originally toavoid accidents from cars passing on the | other track. but found exceedingly desirable as affording a “corner seat” on each bench on that side. No such rails are placed on the star- board side of the cars, and the seats are far less comfortable, and’ are even dangerous, there being no support whatever at the side and already several children have been thrown overboard in turning a rapid corner." But the Most serious inconvenience arising from the Jack of these rails comes from the rude and ignorant action of passengers (especially wo- men) who, notwithstauding commodious plat forms at each end, persist in climbing in at these side windows and scrambling over the knees of the seated passengers on that side to their great annoyance and inconvenience. Let this flourishing company put up these rails on doth sides of their open cars and so, at a trifling cost, greatly accommodate the public and save themselves damages in case of accident. B.
