GPBut all such orders must be accompanied by the money, or the paper cannot be sent, as no accounts are ——— - Judge Bradley, of the District Supreme Court, deserves, as he is sure to receive, the thanks of the people of Washington and vicin- ity for his vigorous and proper treatment of the crime of housebreaking, as shown in the sentence given to a party of burglars yester- day. Inthe short time he has been upon the bench, and particularly in this respect, Judge Bradley has fully justified the high expecta- tions so generally entertained in regard to his ability and fitness for the place, as expressed by Tue Star at the time of his appointment, and there are good reasons for believing that this sentiment will grow rather than diminish with the lapse of time. In the opinion of most persons who have thoughtfully studied the serious problems of the day, the crime of housebreaking should be made a capital offense, punished by the ex- tremest pethlty of the law relating thereto, since it is a clearly premeditated crime, carry- ing with it always the means and usually the intent to commit m r; but since the stat- utes do not so declare it the only safety of so- ciety lies in the uniform enforcement of the extremest penalty provided. Fortunately for this community, Judge Bradley has proven himself equal to the demandsof his high posi- tion in this respect, and is able to divest his mind of the too common idea that crimi- nals are proper objects of sympathy and coddling instead of punifhment. It cannot be doubted that on account of the leniency of some of the gentlemen who have preceded Judge Bradley on the bench the crime of burglary has been more common in this city than in other places of equal size and con- stantly increasing. Happily for this commun- ity there is a prospect now that this state of things will no longer continue. When crimi- nals learn from experience that they will re- ceive in any given place prompt punishment | fully proportioned to their offense.and that the interests of general society are to be held above | those of the dangerous classes, and especially | that no leniency is shown to housebreakers, they surely give such a place a wide berth when pursuing their vocation Considering how clean the streets of the city were washed by the heavy rains of a couple of | weeks ago, it is surprising how indescribably | dirty they are now. It would seem that noth- ing but the maximum of natural forces for | creating filth joined to the minimum of effort on the part of the District authorities and con- tractors could produce such a state of things as exists to-day. y $$ ¢<——______ The New Orleans Ti:es-Democrat deprecates the action of “regulators” in Lafayette, La., who, as an armed mob. prohibited the negfoes from voting. It considers the defiance of the state and United States as inexcusable because “white supremacy is not endangered in Louisi- anaor the south to-day, and least of all in Lafayette,” where, it is added, ‘both the parish and town have white majorities and have always elected white men to office, and in the municipal election no question of negro domination or negro officials was at issue.” The Times-Democrat intimates that it does not believe in mob law, disorder and violence unless the question of white supremacy is at stake. The difficulty arises in confining this species of lawlessness within the limits desired by a part of the participants or abettors. The similar movement in the west could not be limited to the whipping of wife- beaters by prominent church-members, but terminated logically in cold-blooded murder. When restraints upon the spirit of lawlessness are deliberately loosened, it expands like the fisherman's bottled demon in the Arabian ‘Nights from insignificant to monstrous propor- tions, and can mever be forced back into the confines of its original prison. The inexcusa- ble act is the first loosening of the demon’s bonds. Tt will not raise our estimate of human nature very much, but it will carry a certain kind of comfort to our long-suffering national vanity to learn that as candid a philosopher as Herbert Spencer puts the public morals in England and America, where railroads are con- cerned, upon practically the same level. The habit our cousins on the other side of the water have got into of decrying American free insti- tutions in general because a powerful lobby is found at work among the members of every important legislative body is absurd on the face of it. No sensible critic denounces a principle as valueless because ill effects follow a depart ure from it; and no person who knows the world makes the childish mistake of supposing that our race differs greatly in its general char- acteristics according tothe soil it treads upon and the skies thatarch over it. Things are simply called by diverse names, He who is a lobbyist in America is a parliamentary lawyer in Great Britain, andso ou. Where the prac- tice differs most between the two countries is in the way they treat this matter of undue in- finence. In England they make a show of in- dignant virtue at the bare idea of the existence of such a thing, and a thousan@ scandals are hushed in their infancy. In this country we smile cynically as each fresh case is exposed; but offense and offender are dragged into the light of day wherever found, and the higher the station of the culprit the more publicity is given to his wrong-doing. ee The spirit of the age is not favorable to the successful labors of self-constituted judges, juries and sheriffs, acting secretly and outside of the law. Volunteer dispensers of retribu- tive justice, including volunteer executioners, ‘re unpopular. The White Caps have been dispersed, the leaders of the Bald Knobbers were hanged yesterday, and in the various states where, under other names, the same sort of organization has been formed, indi- cations of a lack of public favor have not been wanting. The right to dispose of Ka lite liberty and property under certain conditions for the benefit of society in general, which the individual citizen yields to the government of his choice, is not to be exercised by volunteers, unchecked by the restrictions with which the law accompanies the grant.
