The Journeymen Carpenters Send @ Complaint to the Commissioners. Acomplaint has been made to the District Commissioners, on the part of the journeymen carpenters’ organizations, that contractors for building some of the new school houses have sublet work which the instructions or specifica- tions accompanying the contracts require to be done without subletting. The facts have been brought out in 4 correspondence between Mr. George Keithley, representing the Carpenters’ Assembly No. 1748 K. of L., and Carpenters’ Local Union No, 11, with the District Commis- sioners. Mr. Keithley, in his complaint, alleges that in three buildings under contract by Mr. Henry Howlett, and one by Messrs.
