THE EVENING STAR. WASHINGTON: foot to vent the erection of dwelling houses in alley ways of the city is one that ought to ceed, and those now so occupied should be re- stored to the proper uses for which they were originally intended, if such restoration be pos- sible. Manifestly they were intended, in the economy of city and town life, for the erection dwelling houses erected in these localities must be of an inferior order, and they are almost sult being to depreciate the value of property im the neighborhood, and to make less attrac- tive all the surroundings of the immediate locality. No argument on these points is needed. Every reader will be able to recall at once half a dozen places which meet all the conditions herein referred to. Not only are they noisy, and highly objectionable on that ground, but they are the permanent abodes of filth and immorality, and therefore sure to be the hot beds where both disease andcrime are bred. If the city ever suffers from a fatal epi- demic, such as yellow fever or cholera, the scourge will be found to have had its starting- place and spreading-point in these thickly pop- ulated and unwholesome localities, which some way or other, under existing conditions, seem to be largely beyond the control of both the police @d health authorities. a The statement that the Attorney for the Dis- trict “‘has discovered that there is no law pun- ishing persons who allow their cellars and premises to be covered with foul and stagnant water” recalls the circumstance that once upon atime the announcement was made that there was no law in force in the District prohibiting the blowing of oyster horns and making that kind of noise on the streets. One citizen, how- ever, who had been seriously annoyed by the nuisance, of which he had frequently made complaint, without securing a remedy, con- ceived the idea that a preventive law could possibly be found if sufficient search were made, under proper provocation. Accordingly he hired a number of hoodlums to blow oyster horns, whistles, and other similar ear-splitting devices for some time, at varying intervals. before the residence of the near-sighted law Officer, who thereupon discovered that there did happen to be on the statute books a law under which that particular nuisance could be suppressed, and the same was forthwith abated,—for a time at least, and in that imme- diate neighborhood. Let him apply that sim- ple test to persistent canvassers, and see how many of them, even with their loose ideas of the solemnity of an oath, are willing to state the exact circulation of the paper they repre- sent, and stand ready to swear to the correct- ness of the figures they give. If they decline to furnish this guaranty as to the equivalent to be rendered for the money asked, better de- cline all farther negotiations with them, on the ground that they belong to that large class of plausible fellows who are trying to get some— thing for nothing. ——————— The point of international etiquette now to be considered is whether the United States should marriage to Canada or Canada to the United States. Representative Butter- worth is of the opinion that the great republic, as the stronger, more independent and, in short, the more masculine of the parties, should take the initiative, and indicates this opinion by his proposed annexation legislation. But the doubt arises whether the necessary courting of Canada has preceded a proposal by the United States, and whether the consent of John Bull, Canada’s eopper-toed guardian, could be aswell secured by the American suitor as by Canada herself incase she looked with favor upon the proposed union. There are indica- tions that Canada might consider an offer at this time as too sbrupt. Very likely she would require and should be allowed time to weigh the advantages of the union, and if in the end the decides that such a marriage would not be ‘# failure the advances should come fron: her. In this matter every year ie leap year. Canada will need to say distinctly to the United States: “I wish to unite with you;” and to declare to John Bull with equal ewphasit and firmness: “1 mean to unite with the American repub- ie,” before anything practicai will come from talk of annexation. The proposed legis- lation may serve a useful purpose in causing | Canada a general discussion of the advantages of closer relations with the republic, but in view of the present attitude of Canada and Great Britain the legislation, if now pressed, would hardly be successful in Congress.
