Points from Senater Frye’s Speech Yes- terday. In the course of his speech on the fisheriestreaty im the Senate yesterday, Mr. Frye, who spoke in ‘an earnest and tmpasstoned manner, detailed in @ telling way the many outrages committed against American fishermen in Canadian waters. As the information that Mr. Frye was speaking spread through the Capitol the Senate galleries filled up until there was a very fair audience assembled. He explained the records made by democratic Sen- ators and Representatives during the last several Years upon this subject, showing that some of the leading democrats had gone further than republi- cans in demanding retallation. Some of the dem- ocrats had declared that if Canada aid not permit United States vessels to enter her waters this Government should not permit Canadian vessels Yoenter our waters. ‘That 1s all, he sald, the re- publican Senators want, and if that were done 1t Would settle the question. SPRAKING OF THE RECENT COMMISSION, Mr. Prye said that Mr. Jos. Chamberlain, a Skilled diplomat ana adept, came over here. He had with him two other skilled diplomats. Sir Chas, Tup- per knew all that Canada wanted, every detail; during thetr considerations no New England Sen- ator Was ever called in for advice. Mr. Payne inquired if Mr. Putnam was not familar with the subject. Mr. Frye had not a word to say against Mr. Put- nam. He was an honest man and the candidate ot the democrats for governor of Maine. He was sorry for Mr. Putnam, that he was bound to be beaten, and this tssue Would beat lim worse than any otuer. ‘The mountain (the Commission) labored and produced the mouse. This treaty was the "most disgraceful surrender 1h toe history of the Government. M:.
