A bill fs said to be in preparation which meets all the wishes of the B. and 0. and places st upon the same footing as the B. and P. ‘To secure pertect fairness and justice, a third batch of legistation will be necessary in order that the legislators of the District and the guardians of its ‘Weifare may meet some of Wasbington’s wishes and needs im the matter of relief from exist- ing railroad evils if, however, the rail- roads are to be treated impartially, and if @ consideration of the interests of the Dis trict ts to figure at all in this legislation, the local railroad problem wil! not be treated piecemeal, but ‘Will be settled by a single comprehensive and ‘Sstatesmanike plan, which by concessions andcom- ‘promises will give reasonable twall the parties interested. “Tbe wants Pr'the ana P. ‘Will not be met in advance of those of the B. and ©., and the needs of the District will not be neglected until after the railroads are fully satis. fed, and, perhaps, indefinitely. The B. and P. wishes additional freighting and storage facilities, a legalizing of its ‘unauthorized use of certain public property, and permanency of route and station site. The District ‘Wishes the removal of the Baltimore and Ohio's antiquated station, and of surface tracks and grade crossings, so far as practicable, from North- east and Soutn Washington; the tunneling of Northeast Washington, and a sinking or elevation of the tracks in South Washington, so that trade and travel may flow unobstructed tothe river frout; the removal of tracks and station from tbe ‘Mall, or—If Congress, after due consideration, de- cides that this park, held in trust by the Govern- ment for the use of the people of the capital and of the nation, shall be devoted permanently Yo railroad purposes—the adoption of every engineering and artistic device to les sen the park's disfigurement, and the danger to the driving public from frightened horses; and, finally, adjacent stations for the two Toads at some central and reasonably convenient point. All these wants should be satisfied at one ume and by a single actof legislation. Ample material upon Which to base a wise solution of the matter is furnished by the plans considered in the Fecent investigations of the special Senate com- mittee to those members of Congress whose atten- ‘tion has not in the past been directed to the sub- Ject by the constant and well-founded complaints ‘Of the people of the District. To relieve the ‘throttling which South and Northeast Wash- ington suffer from the railroads, already more highly favored in the capital than any other city of the world, is as inspiring a ‘task as any to which a Congressman who wishes todo his duty as a representative of the District, and not merely to divide privileges and public property between the railroads, can address him- Self. This evil should be remedied, as the price of any concessions whatever granted to the roads. ‘The question whether the only large park within thecity limtts shall be dismembered by the carrying corporations, and permanently turned over to them for disfigurement in order to bring them nearer by ‘two or three minutes to the business center, should also be thoughtfully considered by both houses of Congress. If it ts determined to sacrifice the interests of the capital in the matter, equal priv. Jeges should be given to both roads, and every condition imposed which will ameliorate the evil of this railroad occupation. The railroad throt- ting of two sections of the city cannot be longer endured, and if Congress will uot furnish relief ‘without doing permanent injury to the beauty of ‘Washington by destroying the symmetry of its Parking system, and without confirming a bad precedent at the expense of the city’s health by public reservations outright to corpora- already too much pampered,—then the condition must be borne as a choice of evils, But the District asks a direct decision by both houses of Congress of the question concerning the ‘occupation of the Mall, as well as relief from those Hy —<—<$<—— Probably the talk about an Intention on the part Of certain repubiican Senators to “hang up” the nomination of Mr. Fuller for Chief Justice for an Indefinite period has its origin in the mind of some ‘wensation-monger. The Senate has done all the Gropped their quarreling and became as friendly a8 any one could ask. Whatever ts done with Mr. Fuller's nomination will be done from something higher than mere partisan motives. If, after a stir examination of bis antecedents, no flawscan be found thereon, he will go through. without any ‘opposition worth mentioning. Should his record prove defective, he will be rejected as frankly as Caleb Cushing was. The talk about his partisan af@iliations during the war will hardly carry the ‘same weight now, however, as it would have a dozen years ago. Mr. Lamar, whose opinions on ‘the questions of state rights and secession were known without inquiry, and who was actually at ‘one time a member of a hostile government estab. lushed within the borders of the United States, has passed muster for a seat on the Supreme bench— ‘Rot the highest seat, it ts true, but one in which his views and vote on constitutional questions ‘will count as much as those of the Chief Justice himself.
