A letter was read from Jas. F. Oyster, captain commanding the National Ritles, tendering the committee “the services of the National Rifles as a spectal escort to Hon. Alexander R. Shepherd on the occasion of the grand demonstration to be given by our people. The governor was originally One of the old famous National Rifles, and we feel entitled to this honor.” ‘The letter’ also ‘stated that their armory and hall on G street would be placed at the service of the committee, and that the hall would be properly decorated. Letters ¢ desire tu place on record our condemnation of = | practice which haw prevailed with the authorities of our District for inauy years, aud which we think | should be prevented in by the passage of & Jaw that will preven. its cccurreuce. We elude to the | Practice of chvertng the appropriation tiade for the | uprovements uf owe strect ur aveuue to syne other | Street oF aveutie, ther-by defeatiue the objects. for | which ‘the appropriation was obtained. Several ine stances could be cited by Sour comuuittee where the diversion has been inate.” This contains a very grave charge against the present Comutssioners aud their predecessors, but | 3s totally without a basis of fact to warrant it, | Virtually it 1s churged that an appropriation made | by Congress to pave A street, for example, has | een diverted at the caprice of” the Commissioners and the money has been expended upon B strect, Which wus not appropriated for. Such action on the part of the Cozamissioners would not only be | highiy reprehensibie but, if accocupitsned, would | favolve equully grave dereliction of duty on the | Part of the accounting officers of theU.S. Treas. | Ury, ineluding the First Controller. I’deny that | auy sueb practice has ever prevailed; moreover, I ‘Say that 1 never has been done in a single instance, and that It could not be done without involving ali the officers above named. The Committee of One Hundred bave misapprebended the tacts. The Commissioners are annuully confronted with ap- plications for improvements upon streets and ave- hues largely in excess of thelr resources. Out of 2 million and ® half asked for by citizens the Com- missioners conclude that, $300,000 can, be availed of out of prospective reveniies. "A schedule is pre- pared and sent. to Congress embracing improve. iments on certain-named streets at an expenditure $f the last-named sum. Congress, without 3 fying any street to be omitted. from the schedule, appropriates only $250,000, and the Commission ers must again weed out their designs, and again omit some much-needed Improvement. poy they exclude B street and use all the money on A, and the property owners on B can only complain of the Commissioners’ Judgment, and should not “condemn” them and charge all concerned with tulfeasauce. The Committee of One Hundred, be- fore adopting such a stupid report, shoultl have aeeded the Warning of sotue of their members, and of the lugmortal Crockett: “Be sure you're rignt, thea go ahead.” EX-COMMISSIONER, ‘Transfers of Real Estate, Deeds in fee have been iled as follows: J.
