The Evening Star has a regular, permanent bens fide daily circulation more than treble that of any ether daily paper published in Washington, and much greater than that of all the other daily papers here added In another column an ex-Commissioner of the District critietses the action of the Citizens’ Com- mittee in adopting that part of the report of the sub-committee on streets which condemns “a Practice which has prevailed with the authorities of our District for many years,” “the practice of diverting the appropriation made for the improve- ment of one street or avenue to some ovber street or avenue.” ‘The chairman of the sub-committee explained, in substance and effect, that these words were used in a@ Pickwick- fan sense, that they involved no at tack upon the Commissioners, and that the Commissioners had and would admit the facts stated. And probably many of the members who Voted for the adoption of the report asa whole, thus endorsing this condemnation confused with other matters, had no other idea than that of dis- approving a system of general appropriation for a whole list of streets, under which the Commis- stoners by the exercise of alegal discretion had inflicted grievous disappolntments, and of recom- mending to Congress more precise and restrictive legislation aa to streets to be improved and the amount to be expended upon each street. But “diversion of appro- priations” in one sense is an ugly charge. Itis unfortunate that this sub-committee while disavowing all idea of attacking the Commission- ers, should so phrase their report that every enemy of the District,.open or concealed, can use its expressions to spread prejudice against the present form of government, and furnish slander- ‘ous material to those in and out of Congress who are eager to upset the present financial and po- Uitieal relations between the District and the national government. The tax-payers and prop- erty-owners of the city are disgusted with and alarmed at the circulation of wild charges of fraud and corruption in District affairs, not sustained Dy @ particle of evidence, which serve only to dis- credit the District and encourage the schemes of its unscrupulous enemies, And they are beginning to lose patience with the few misguided citizens ‘who, When we need better laws and their more rigid enforcement and larger appropriations for numerous important purposes, render aid and comfort to those who would dy slander and misrepresentations put the city, its government and Congress in such strained relations that the attainment of these ad- ‘Vatages will inevitably be defeated, and who would, Af they could, tmpose upon the people of Washing- ton alone the crushing weight of the accumulated debt and heavy current expenses of a national city. Ist impossible to distinguish between that reasonable criticism upon official acts or opinions, ‘which often convinces, corrects and works for the public good, and reckless accusations of crime, which, being unsustained, work only evil? —<$—<—<—<—— The choice of atime during the absence of Sec- retary Fairchild from the city to tssue a call for fourteen million dollars’ worth of bonds shows that the President was not so insensfbje as many eritios charged to the gravity of the financfal aitu- ation. Like other men of broad views, he has found it hard to understand why there should be ‘any stringency during a period of heaithy activity tm all departments of trade and industry. And, in fact, there was probably no reason for ft except a cautious dread on the part of some of the big Danks, lest over-trading should result from the Duoyant feeling which prevails everywhere in Dusiness circles, Now thatthe Treasury has re- sponded to the popular demand to “dosomething,” and has done all that the law allows It, let us hope that the panicky excitement of the last few days will subside, and everybody will address himself to his business in a conservative Dut hopeful manner tll Congress meets again. ‘The opening of the session 1s but a few weeks dis- tant now, and the interval can be spent with Profit by the thoughtful men of the country in devising practicable means for getting rid of that troublesome surplus, and putting thsir devices into shape to bring before the nation’s lawmakers. Another good use of this time would be the ex- amination of the Constitution and Statutes of the United States by some of the financiers who have Deen needlessly ready to magnity a passing cloud into an impending deluge. The ignorance they have exposed, in their interviews WIth newspaper Teporters, of the functions of the several execu- tive officers of the Government, jtistifes the suspicion that they do not know very much about other matters which bear closely Upon the situation. The fright of such men ought Rot to count fora great deal; but the fact that so many persons have been affected by tt is warrant ‘enough for the course taken by the President last night, and now wemay look to see the long-sought Telief applied by everybody concerned with a cool head and a stout heart.
