The subscription must be invariably paid in ad- Tn furtherance of ts prohibition laws, Maine has decided to face United States statutes and raise a question for the Supreme Court of the United States. ‘The question at issue ts whether a man selling Uquor under a license given him by the United States can be arrested and puntshed for violation of a state law prohibiting the sale of Uquor. Tne United States requires the payment of aspecial tax for the {importation and sale of Mquor in the original packages, and permits such importation and sale upon payment of the tax. Maine forbids such sale, declares the lquors con- traband, and even pronounces the possession of the United States Iicense prima facie evidence of violation of the prohibitory law. An Augusta Mquor dealer by arrangement with foreign distil- Jers has been Importing large quantities of liquor fn small packages, and selling in the original Packages, and it has become evident that unless thts course of procedure can be stopped the state Pronfbitory law will be nullified. Maine 1s now a pronibition state in dead earnest. ‘The enterpris- ing iquordeater has been arrested, and his goods setzed, and the state will carry the matter to the ‘Supreme Court of the United States before 1t will acknowledge itself beaten and surrender to the Hquor men. The politictans who ascribe every act of the Maine republicans to Mr. Blatne’s sugges- tion, see in this bold stand on the side of prohtbi- tion, in contrast with the lukewarm support whien that principle has recetved from repub- Ucans at other times and elsewhere, a determina- {ion to win the probibitiontsts at all hazards for the man from Maine, and a development of the Tepublican plan for 1888 of conciliating the pro- hibittontsts faster than the democrats can conctl- Jate the labor men, $< + It isa pleasant sign of the times that Independ- ence day should have been so generally celebrated ‘with the old-fashioned exercises of reading the eclaration of independence, singing patriotic odes, witnessing processions of citizen soldiery and cheering the flag. Everything that tends to keep vividly before the American mind the patri- otic meaning of the holiday 13 welcome. Its real significance1s too often lost sight of under certain senseless customs which have grown up about ft, or through the disuse of a celebration of any sort. ‘The independence of our colonial union was pur- chased at so dear a price that Americans cannot, afford to treat it with disrespect or indifference, ‘The advantages whieh have flowed from its estab- Mshment* have Deen so ‘great that its origin ‘ought to be held always In View for the edification of successive generations of American youth. Acgratifying feature of the day's observance in Washington was the patriotic turn given to every- tung at the festivities of the Knights of Labor. Members of the order vied with each other in affirming thetr individual loyalty and the hearty devotion of the society at large to the principles of the constitution. Anarchism and its kindred forms of treason received nothing but denuncia- tion, and the expressions of good American doc- trine were cheered to the echo. All such signs as these cheer the heart of the lover of his country; for they indicate that the rank and file of our great army of workingmen appreciate the liberty they enjoy, recognize {ts source, and are prepared to defend it against the attacks of imported mal- contents and domestic professional agitators. Senator Morgan's speech at the celebration of the founding of the first tron furnace at Mentgom- ery, Ala. bristled all over with anti-protection sentiments. His argument left the beaten track of tariff morals, so to speak, and entered into the question of tariff utility. Like other free traders, Mr. ‘Morgan believes the principle of protection to be radically wrong, and in deflance of the power of taxation vested in the general Government by the Constitution. But he went further than this yes- terday, and declared that the fron industry of the South neither needed nor wanted protection—that 1 could maintain ttself in prosperity without it. This ts unquestionably bold ground for a man to take who is next year to be acandidate for re-elec- tion to the Senate by the legislature of a State Just making the critical transition from the agri- cultural to the mechanical stage of its growth. It May put to severe test the South's proverbial at- tachment to men as distingutshed from measures— 8 sentiment sostrikingly emphasized when Mr. La- mar, from his place in the Senate, denounced the Sliver bill which the legislature of Mississippi had endorsed by a handsome vote. * Our neighbor the Post in Sunday's issue gives an appreciative editorial summary of a number of criticisms upon the new civil service rules made from time to time by citizens of Washington, largely through Tag Stax, and defends the critics against the charge of “sulking with disdain” or Deing“furtous with indignation” when they venture to eriucise “the raw methods of the}Commission.” Tae Stak fs glad to find that the Post now ree- ‘Ognizes that the suspicion concerning the political Purpose of the new rules was not unnatural, that the promptings of real ctvil service reform and a desire to retain a stable, permanent element of Population for Washington and not the desire to keep incompetents in office led to the general pro- test in this city against the threatened depopula- tion of the departments, and that the compulsory feature of examination for promotion (due to ‘heir absurd combination with examinations for dismtssais}, and the omfsston of the fourth class elerks from the test of examination are logically objectionable.
