With Congress and Without, ‘There was a time when it was supposed, With ‘more or less reason, that the presence of Congress ‘Was essential to business movements and social activity in Washington, and that when that body adjourned all was stagnation at the National Cap- ital. That this 1s no longer the case, even in a slight degree, the eyes of any intelligent observer can plainly see; but more conclusive than ocular evidence are the figures which we are to-day able to present in illustration of the changed state of affairs, Nothing, it may be premised, soaccurate- ly reflects the condition of life in the present age as the columns of a live representative newspaper, ‘which bears such intimate relations tothe daily life of a community as THE Stan does to that of the people of Washington. The point will be dis- closed in the following showing: In March and April ot last year, during both of Which months Congress was in session, the aver- age dally circulation of THE Stak was 25,594 and 24,727, respectively. For the corresponding months in 1887, without Congress, the figures were as follows: March, 26,0093 April, 25,575, or an increase in the first month over the correspond. ing month of last year of 415 copies daily, and in ‘the second month of S48! But even more suggestive and positive, as indi- cating the business growth and prosperity of the city, are the statistics in relation to advertising, taken from the booksof the office. During the month of March, 1886, the whole number of new advertisements printed In THE Stak Was 3,506; in April, 4,353. This year the figures were: ‘March, 4,669; April, 5,478, or an increase over the corresponding month of last year of S63 and 1,123, respectively! ‘These figures speak for themselves, and show more conclusively than a whole column of text the growth and prosperity of Washington, and she close connection of Tax Sram with its inter ests. Tn conclusion, the patrons of the paper may be interested to know that the number of new advertisements printed in last Satur- day's issue reached 419! being larger, by 29, than ft ever before printed in one day since the paper was established. ‘The space demanded by our advertising patrons that day exceeded thirty-seven columns, leaving Jess room than we desire for the news of the day and such interesting matter as we are accustomed to bring together for the double-sheet issues. To guard against a recurrence of this circumstance, and yet meet the demands of our business men, we ‘Deg to announce that next Satuniay’s eight-page 1ssue will be accompanied by @ supplement, filled ‘With fresh andentertaining matter, to a copy ot ‘which every subscriber or purchaser of the paper ‘Will be entitled, ee Mr. Lucas has served notice on the West Vir- ginia legislature that he will not recognize the legality of any election for Senator held at the extra session, but will contest {t next winter in ‘Washington. For all that, the legislature has re- solved to take a ballot on Tuesday, May 34. Con- ‘tests havabecome too common affairs to territy any ambitious politician nowadays. When the incumbent is a member of one party and the con- testant of another, and the victory of etther will tp the partisan balance decisively in the house where the controversy takes place, there 1s some interest, often some excitement, in the case. In the present instance, however, the quarrel will be ‘detween two democrats claiming to have been elected to sueceed a democrat in a republican chamber, and the chief question at issue will be as to the construction of a Constitutional clause. ‘With nothing buta great organic principle to struggle over, and no polities in the feld, the United States Senate can. and probably will, take Plenty of time for the task of passing judgment.
