Matters Considered Last Night by the ‘Citizens’ OFPOSITION TO THE COMMISSIONERS’ UNION DEPOT PLAN—THE IMPROVEMENT OF STREETS AND SEWERS DELEGATES TO THE CENTRAL COMMITTEE ELECTED. ‘The citizens’ association of South Washington held a meeting last evening in the hall of the Jef- ferson school The president, Mr. C, B, Church, presided, with Mr. 0. T. Thompson as secretary. ‘The reports of the various committees were read and approved. The committee on water supply, through the chairman, Mr. A. Depue, reported that they hud endeavored to ascertain whether any efforts would be made by the District au- thoritfes to prevent a recurrence of the water famine of last year. They wished specially to inquire if the new main was to be laid down 12th street, but owing to the absence of Capt. Symons, they had not obtained the information desired. Mr. Jamties H. Grant, from the committee on sewers, reported that the obstruction at C and 11th streets had been removed and the work on D street was nearly completed. The committee had called upon the Commissioners, who seemed to be anx- tous to. do what they can with their limited means, and the committee was of the opinion that the South Washington section of the city would receive its proper share of attention. STREET IMPROVEMENTS. ‘The chairman of the committee on streets and highways, Mr. Ros Fish, read a list of the streets in South Washington which were included in the schedule sent by the Commissioners to Congress. According to this schedule $42,515 was to be expended, but Congress had appropriated $50,000. ‘There had been some correspondence between the Commissioners and the first controller as to whetaer this $8,000 surplus could be used, and those who read the dence had as good opportunity to judge what would be done as he had. He would express no opinion on the subject, especially as the Commissioners did not seem to understand what the controller meant and Fes the latter did know himself, At any rate fhere Would. be $42,000 expended in South Wash- ington improvements during the year. ‘THR RAILROAD QUESTION ‘The committee on railroads, Mr. A. F. Barker chairman, in their report referred to the bill in- troduced in the last Congress giving the Baltimore and Ohio raliroad company the right to tunnel under Capitol Hill; then, by using Virginia ave- nue, to reach Armory square. The committee oe this means because while it was a relief to the northeast it imj posed additional annoyances on the people of South Washington. They were ‘opposed to the use of Armory square for stich pur- poses, and were in favor of compelling all railroads entering the city to etther elevate or depress their tracks 80 as not to interfere with street trafic. If the Baltimore and Ohio was allowed to enter the city it should be by K street to Water street, and thence by elevated road to the Long Bridge,as the Commissioners endorsed this bill. The com- mittee st ed that while it was not acted upon, yet it was neces that they should use great activity in the future to prevent legisiation of this character, ‘The report stated further “that the attention of the Commissioners was called to the long-existing nuisance of unloading cars on Virginia and Mary- land avenues, but no disposition was shown by the Commissioners to abate the nutsance, and their reply was ‘that the company had no other place to unload their cars,’ a reply that your com- inittee hardly expected from any one notin the employ or interest of the railroad company.” The committee noted with satisfaction that while authority was granted to build a tramway from the old Duddington place to Babcock lake for the purpose of carrying material to the lake the con- tract for filling the lake had been let to other par- ties, who Will remove the high ground in portions of South Washington and the old first ward, in- ‘stead of disfiguring the streets with a tramway. ‘The report also stated that the Commissioners were notified of the dirt and rubbish thrown on reservation 101 at their own request, but as yet they had not done anything. DELEGATES 70 THE CENTRAL COMMITTER. ‘The president laid before the meeting therecom- mendation from the conference of the presidents of the various associations of citizens relative to the division of the District into nine districts with representatives from each district on a committee of one hundred. By this plan the South Washing- ton association would be in district No.1 and would hate twelve representatives in the central committee, ‘These recommendations were adopted without discussion, and the report of a committee appointed by the ‘executive committee to nomi- nate delegates to the central committee was read and adopted. He sald that the street was in such a condition that 1t was impassable, and that the only improvement that had been made was the laying of a water main in the center of the street and a sewer on the north side. Aresolution was adopted requesting the Com- missioners to name the proposed school bullding to be erected on 133 street the John E. Thompson building, in honor of the late well-known South Washington public school teacher, Dr. Donaldson wished to kngw what would be the Status of the sub-committees of the association when the central committee was organized, He was of the opinion that the duties of these com- mittees would devolve upon the twelve delegates to the central committee.
