If that company has violated its contract with the government, It Should be punished. But the main complaint in- volves the government as well as the company, DY questioning the exclusive right of the United ‘States and its lessee to catch seals in Bering sea Deyond the three mile limit. The principal ad- ‘Vantage of a withdrawal of this country’s claim to control Bering sea would fall to England, as the leading commercial nation, whose ships have already entered the sea and taken seals, andin certain Instances have been seized. It would un- doubtediy be proftabie to the United states to up- ‘hold the monopoly of ita lessee, even though it excluded a few of its citizens from the fisheries. ‘The seal fisheries are very valuable, and if the seals may be intercepted by anybody in the open sea before reaching the islands where the are ‘usually killed, this value Will be much decreased and before long will be nothing. Russia ‘treated Bering sea asa closed sea for a century and kept out all intruders, and still guards Jeal- ‘ously that part of the sea which was not conveyed toua The eastern part of Bebring sea was in terms conveyed to the United States, the seal fish- ertes being recognized as the most valuable ele- ment of the purchase, and this country has main- tained and exercised exclusive control of the part in form conveyed, ever since. Has the time come, with the Canadian scores unsettled, to with- draw our claim and apologize to Great Britain for selzing her intruding vessels? If we cannot estab- lish that Bering sea is aclosed sea, or that we have exclusive rights there by prescription, or find any Teasonable excuse for holding what we have enjoyed, we shall need to eat humble ple and to submit to the destruction of the seal fisheries; un- less, indeed, we can successfully appeal to Russia, ‘which has a navy, to make good to us the convey- ance of Bering sea, from which we have been ousted by the Britishers. Inno aspect of this in- ternational question have the misdotngs of the Alaska company, to Which the lease will soon ‘The South Washington association of citizens considered a report upon the railroad track griev- ance last night. That section ts undoubtedly the gTeat sufferer from railroad encroachment. It does not stand alone, however, in its resistance ‘tw the use by raflroads of streets and avenues as substitutes for freight stations and round houses, or tothe use of the public parks for depot pur- poses. THR Stam believes that South Washington, instead of being fsolated or deserted, has the ‘whole community with it in thts matter, and 1s of ‘the opinion that preparation for a wise and ener- getic use of the opportunities to be heard offered in the proposed investigation by the special Sen- ate committee isa present and continuing duty, and that such investigation, 4f properly utilized, cannot fail to result beneficially to South Wash- ington, ————. + =—____ It ex-Governor Robinson, of Massachusetts, had taken a place on the inter-state commerce com- mnission, 1% Would have been tnteresting to see Mr. cyrus W. Field “go for” him—to use a homely but expressive phrase of western origin. Mr. Robin son’8 most ;notabie connection with railways of late years was his sale of the tnterest of the state of Massachusetts in the New York and New Eng- land road to a syndicate of which Mr. Field was not amember, and which had Did a good deal less money than Mr. Field's syndicate for the property. If it 4s Jett to Mr. Robinson to name the Massachu- setts he will probably choose Mr. Charles P. Clark, another prominent figure in the New England “deal,” and who suffered serious ‘nancial damage from it. In that case, interestin Mr. Field’s performances will be revived, for, next to the ex-Governor, Mr. Clark probably enjoys the ‘honor of being his pet aversion. in condemning the obnoxious protruding car rails, which afflict that city as well as Washington, says of New York: “There is no other community in the world which ‘Would submit to these outrages.” Come now, Mr. ‘Hewitt, this 1s really too bad! Doyou mean to suggest that Washington, which clearly remains tranquil under this outrage, 1s not even a com- munity? This 1s a fresh blow to the District, Which has Dut just recovered from the shock of the insinuation that it cannot be classed under ‘the expression “territories.” If Washington must either resent the T rail outrage or rest under the Amputation that it is not a community, the ‘objectionable rails will have to go. a The murder, by @ burglar, of Mr. Weeks in Brooklyn last Tuesday night !s another evidence of the soundness of the position long since taken and urged with persistence by Tue Star,—that ‘when a man breaks into a heuse at night he goes prepared and intending to kill any one he may meet, rather than run any risk of arrest or detec- tion. It may be some way off yet, but the time ‘will surely come when burglary will be classed and treated as a capital crime, and punished ac- coniingly. No other course will afford adequate protection to society; and when pubiic sentiment iseducated up to the point of securing the rights Of law-abiding ejtizens instead of coddling crimi- nals that view will prevail. $< ____ Father Keller's arrest at Youghal and his re- Moval to Dublin yesterday were more like a tri- umphal progress than the ignominious proceed- ing it was intended to be. Archbishop Croke came out of his way to greet the priest and offer assurances of sympathy. The Lord Mayor of Dublin conveyed him in a carriage from the rail- ‘Way station to a leading hotel, where a brilliant feast was awaiting him. All along his route the people cheered him vigorously. Corporation house cleaning is in order at present all over the world. <a If the present program for the celebration of the Queen's birthday be carried out, and a lot of American troops go over into Canada, it 1s to be ‘hoped that our northern neighbors will have their appetite for that sort of thing so satisfied that ‘they will not demand a repetition of the visit on a Jess triendly errand. iietieemereaauneeeed It is now definitely settled that the convicted Anarchist assassins at Chicago cannot be hanged Uefore next fall This will give the parties to the Spies-Van Zandt wedding abundant time to get that Uresome affair straightened out, $e As usual, high-strang telegraph wires obstructed the firemen’s efforts to save life and property in the Buffalo hotel fire.
