If that company has violated its contract with the government, It ‘should be punished. But the main complaint in- volves the government as well as the company, by questioning the exclusive right of the United States and Its lessee to catch seals in Bering sea Deyond the three mile limit. The principal ad- ‘Vantage of a withdrawal of this country’s claim to control Bering sea would fall to England, as the Jeading commercial nation, whose ships have already entered the sea and taken seals, and in certain instances have been seized. It would un- doubtedly be profitabie to the United States to up- hold the monopoly of its lessee, even though it excluded a few of its citizens from the fisheries. ‘The seal fisheries are very valuable, and if the seais may be intercepted by anybody in the open sea before reaching the islands where the are usually killed, this value will be much decreased and before long will be nothing. Russia treated Bering sea as a closed sea for a century and kept out all intruders, and still guards jeal- ‘ously that part of the sea which was not conveyed tous, The eastern part of Bebring sea was in ‘terms conveyed to the United States, the seal fish- ertes being recognized as the most valuable ele- ment of the purchase, and this country has main- tained and exercised exclusive control of the Part in form conveyed, ever since. Has the time come, with the Canadian scores unsettled, to with- draw our claim and apologize to Great Britain for selzing her intruding vessels? If we cannot estab- lish that Bering sea 1s aclosed sea, or that we have exclusive rights there by prescription, or find any reasonable excuse for holding what we have enjoyed, we shall need to eat humble pte and to submit to the destruction of the seal fisheries; un- less, indeed, we can successfully appeal to Russia, which has a navy, to make good to us the convey- ance of Bering sea, from which we have been ousted by the Britishers. In no aspect of this in- ternational question have the misdoings of the Alaska company, to which the lease will soon expire, any bearing. ————— ‘The South Washington association of eitizens considered a report upon the railroad track griev- ance last night, ‘That section fs undoubtedly the gteat sufferer from railroad encroachment. It does not stand alone, however, in its resistance tw the use by railroads of streets and avenues as substitutes for freight stations and round houses, or to the use of the public parks for depot pur- poses.
