Under the law in many of .he states, where the opening of a uew street directly enhances the value of adjacent property, the cost of the im- provement is assessed against that property. Bar this ts not the law here; the ouly rererencé to the subject of enhanced value belog that the jury of eondempation, in assessing the value of ad condemned, shail have regard to the Increased value of whut Js left. But in the event ol the increase in value being far in ex- cess of the value of the land taken, there is no law, at present, to provide for assessing that increase agaiust the land. Such a law ts mani- festiy just and ought to be enacted. The pub- lic could not suffer by deferring the Massachu- setts uvenue extension until a proper law to govern that and similar cases cau be obtained, There is great force in the objection made by many citizens tw using the public money to pity Owners of country property for the privi- lege of converting it into city lots, and thereby increasing its value five or ten tid, ata time, too, when every dollar is required to improve and keep in repair roads aud streets already existing. 3c. We ————_ A County Tax-Payer Protests. To the Editor of the THe EVENING STAR: Asa citizen of the county und knowing the condition of tie roads in the county, I also protest against the extension of Massachusetts avenue this year, at the expense ot the county fund, or until Congress makes special pro- vision for it, Noone ei claim that there is a sity for tis exteusion; that there are now living along the line who are in tite Deed Of the extension. It 48 perfectly pparent to every one that this movement is ol uo present benefit, except to real estate ownersand fand specuisiors, and that it ts now urged forward to boom and enhance the Vulue of their property. Mast these men be first served at the pubiie expense when there ts seh pressing need for all ue money avullable ty pul the existing rouds in passable condition? Fourteenth street road, ou which there is more dauy travel than on ay street in the city, with twoexceptions, and which ougitlons agoto have ‘eeu laid with’ concrete to Mt. Pleasant, is now in a scandalous condition. Along Ubis’ part ot the road there Is an apology for a macadam- ized surtace. But the broken stoues, vig, little und stove dust, were ail dumped down together aud covered with course unpackubie gravel, in- stead of laying tue stone properiy by screening aud ussortiug tue stone, and Laying frst the large pieces and rolling, tuen the smaller pieces and. roling, and fluaily coveriug with the Stone dust.” And now tue road is bristling with Suarp points and as rough as small stones ean make it. This ts ouly one instance of tue long negiected Condition of tue extensively traveled county roads. Again, a street extension omy about two hundred feet in lengub is pressingly needed to open a way suauiward from the Mt. Pieasant school house to Kenesaw avenue, by which a quarter of a mite ‘of “travel, both morning and evening, would be saved to dozeus of the puplis attending the schools, At least twice the citi zens have petitioued the Comuinissioners to have tuis short extension opened. The answer Was that there were uo funds to do it with, and that they nad no authority to do it without a Special wet of Congress; and they declined to even recommend it. ‘This was by the former Commissioners. sul the people Show no per- sonality in. the Commisstongrey omy the ote, Af the Commissioners have the authority, as they now ciaiin, and the money which they now propose to spend on Massachusetts avenue extended, I for oue shall loudly protest agutust expenditure of one ceut there be.ore, at st, 14th street road shall be put in good con- dition aud the short excension at ML Pleasant Shall be made. Mr. Hewitt 1s compelled to decline his invitation looking to a joint discus- sion of the questions at issue. INFANTILE AND BIRTH HUMORS SPEEDILY CURED By CUTICURA. For Cleansing the Skin and Scalp of Birth Humors, for allaying Itching, burning and Infl.mmation, tor curing the first symptoms of Eczema, Psoriasis, Milk Crust, Seald Head, scrotula and otber uberited skin and blood diseases, CuTIcUBA, the great Skin Cure, and CUTICURA Soap, an exquisite Skin Beuutifier, ex- ternally, and CuTICURA RESOLVENT, the new Blood Purifier, iuternaliy, are infultible. Avsolutely pure, MY OLDEST CHILD, Now six years of age, when an infant six months old, was attacked with a virulent, malignant skin disease, All ordinary remedies falling, we catled our family physician, who attempted to cure {1; but it spread with almost incredibie rapidity, until the lower portion of the little fellow’s person, from the middle of his back down to bis knees, was one solid rash, ugly, painful, blotched, and malicious, We had no rest at night, no peace by day. ‘The physician did not know then, aud does uot know now, what it was. Finaliy, we were advised to try Coriccra REMEDIES. Withous the knowledge of our physician, I procured a box of Cu- TicURA and acake of CuTicuRASoaP. The effect WAS SIMPLY MARVELOUS, Using the two together, first washing him thoroughly with CoriccRa Soar, then anotuting him with Curi- cura. From the first application a change for the better appeared. The doctor sald we had no further need of him, and ceased his visits In three or four weeks a complete cure was wrought, lea¥ing the ilttie fellow’s person as white and healthy as though he had never been attacked. In my opinion, your valuable remedies saved his life, and today he is astrong, healthy child, perfectly well, no repetition of the dis- ease having ever occurred. You are welcome to make any use of this you may deem best. GEO. B.SMITH, Att'y-at Law and Ex-Proa. Att'y, Ashland, 0, Reference: J,@. WEIST, Druggist, Ashland, 0.
