THE EVENING STAR: WASHINGTON, D.C.. MONDAY, te a THE EVENING STAR WASHIN Gto™N CROSBY S. NOYES. ‘The Evening Star has a regular, permanent dena fide daily circulation more than treble that of any other daily paper pub- Mahed in Washington, and equal to that of all the other daily papers here added together. ‘The Star cannot undertake to preserve or return rejected communications. Con- tributors who wish to Dossess their m: Useripts, if unused, should keep a copy. Ax No attention paid to Anonymous Let- ters. ‘The proposition to extend Massachusetts ave nue through to the Tenley town road is received with favor, and even though obstacles may be met with which will temporarily interfere with it, the improvement Is certain to be made in time, because both the city as a community and the owners of proverty along its line will be largely benefitted by It. It is Just as well, however, that a work of this charagter, whose resulis will affect future interests even more than those of the present time, should proceed somewhat slowly, and after every point in- yolved has been duly considered and provided tor. The projected extension is a matter of too iueh importanee to be undertaken hurriedly and pushed forward in a hap hazard way. If the work be laid out properly and carried for- ward systematically, with proper regard for future results as a whole, this already fine ave- nue can be made the most splendid thorough- sare in the world. If the opposite course is pur- sued, an almost irreparable injury will be done. Certainly two or three points ought to be considered and definitely settled be- fore the work is entered upon. In the Zrst place, the whole width of the present street should be extended, and its present arrangement of space and appearance pre- served, as far as possible, In the second place, 4t should be carried forward as nearly ina straight line as the conformation of the country to be opened will aliow. In this way only can the integrity of the avenue be maintained. In ‘the third place, and this 1s by no means the least important point—and it is perhaps the most vital consideration, all things taken into Account—the approacis to and crossing of Rock Creek should be treaied comprehensively and xenerousiy. The grade of the roadway should be so disposed that there will be no material de- pression in the line where the valley 1s crossed. ‘The bridge ought to be raised so bigh as not to break the line of grade at that point, and at the same time it shoud be of the same width as the avenue itself, from building line to building line, so that, viewed from whatever point,au unbroken surface will be presented. ‘The point lust named is perhaps the most rious one to be considered in the matter, asit will also be the most costly feature of the pro- posed improvement. it should, therefore, not be hurried over as a slight matter, or lightly dismissed because of the great expense involved. A bridge of this cbaracter is not only an e-sen- tial part of the projected extension, if it is to be properly made. It will aiso be an imposing and beautiful object, trom any point of view, and it | would make a particularly attractive feature in the landseape sould the proposed improvement of the Rock Creek vatiey be iade,as it undoubt- ediy will be at no distant day. ifa mistake bi made here it will be almost impossivle reet it in the fulure, and te whole work had better be delayed for a Lalf a score of years than to risk defects which will be not only blemisiies to the eye, but obstacles to travel and interier- | ence with future improvements. And the work should not only wait until it can be earried out upon a proper scale, bat it should not be done at the expense of other improvements of mor lunmediate urgeney and general importance to the people of the Distriet. The stock market is so widely recognized as a barometer of general trade, that ope teature which it hus presented of late deserves more notice than it is likely to get from the superficial reader. Money has been quoted all the way from 6 to 10 per centum. “High money means low stocks.” In other words, when moneyed men can get hich rates of interest for the loan of their capital from day today with ample se- curity, they feel no temptation to buy stocks or bonds which will net them only « sight return and are subject to considerable fMuctuutions; and, as long us this class of people keep out of the market, prices cannot enjoy the greatest baoyaney. In its turn, such reacts upon its owa crowds out of th tors who would like to be in money enough of their own to borrow at rates which would eat up all thetr | profits, Thus the doors are closed to both big sstors and little traders, and the middle eiass between these two have the business of the exchanges all to themselves. In spite of this depressing iuet, prices have shown a marvellous elasticity. There have beeu dull days, and dars which have recorded sags and backsets, | but thee have been the rare exeeption tor a| month past. The advance which the stock market has made in defiance of obstacies indi- cates the presence of a very real and solid con- idence in business of all kinds behind the out- ward maniestation. If the talk ail over the country about the waking-up of trade had been merely for effect, the first serious opposition it, but have not nd cannot afford j | j | 87e prepared to construct Bostos Dry Goons Hovse LACE DEPARTMENT.
